man Joseph W Martin Jr Wednesday night promised to make certain that the will of the majority prevails in the Taft Eisenhower battle for the presi dential nomination In a speech delivered before he formally assumed his tradi tional role of permanent chair man the veteran Republican leader of the House of Repre sentatives declared My only desire as I stand here tonight is to make certain that every delegate has a fair chance of expression to make certain that the will of the majority pre vails His address was a straightout indictment of the bungling lead ership in Washington which he said has given a third of the world to communism and plunged the N S into a mad armament race which we are told we are losing Martin spelled out the nations ills under the Democrats He said We suffer from Earlier in the day in what was interpreted as a psychological harmony move Taft forces Wednesday gave up their claim to 13 disputed Louisiana dele gate votes but pushed through their plan for dividing the 38 delegate votes from Texas The actionwas taken during an allday meeting of the Creden tials Committee which has held up the National Republican Con vention The Texas decision came late Wednesday afternoon when Taft forces in the Committee like their mumbers in the GOP Na tional Committee before it won a 27 to 24 vote to divide the 38 for Sen Robert A Taft and 16 for Gen Dwight D Eisenhower 5 The surprisemove pi the uay was the yielding by the Taft forces of the Louisiana delega tion in the Credentials Commt tee As the 27 to 24 Texas vote indicated supporters of the Ohio senator could have forced through a prcvTaft Louisiana slate but it would have lost on the floor The entire Texas flispute was reviewed by the convention The Taft supporters claimed to be the legallychosen delegates charging that the Eisenhower slate was picked at meetings packed with Democrats who will desert the party in November Sooners Test Ikes Gharm CHICAGO July 9 Dwight D Eisenhower turned his charm on the Oklahoma dele gation to the Kepublican Na tional Convention Wednesday but he appeared to have little chance of winning any new votes from the Sooners But the four Ike backers and about 30 other Oklahomans were present in the Blackstone Hotel French Room to shake his hand and hear him say that he will make a fighting campaign for the presidency if nominated and that he is a good Republi can Only two of the seven dele gates supporting Sen Robert A Taft and only one of the five backing Gen Douglas MacArthur showed up J Paul Loosen Okarchei the MacArthur supporter asked Eisenhower if he convention The foreign policy plank had the general indorsement of Eisenhower and Sen Taft Lost the Peace In line with its fighting mood the plank charged bluntly that the leaders of the adminis tration in power had lost the peace so dearly earned by World War II and that the moral in centives and hopes for a better world had been betrayed With foresight it contended the Korean war with its 110000 American casualties to date would never have happened The foresight was lacking the instru ment held when occupation troops were withdrawn from South Korea in the face of the aggressive poised for action Communist strength on its north ern border Then it was said the plank interjected that Korea was of no concern to us The plank pledged encourage ment and development of col lective security forces in Western Europe and elsewhere Support for U N We shall support the United Nations and loyally keep it to become what it was designed to be a place where differences should be harmonized by honest discussion and a means for col lective security under agreed concepts of justice the plank asserted At returned to the speakers platform He made his announcement again to a somewhat more packed
