26 Are we on the slow downgrade to another 1933 Jobless jumped from 1640000 in October to 2700000 in January A billion fewer dollars are float ing around in daily sales than at the postwar peak in December 1947 Railroads textile mills shoe fac tories are either laying off work ers or working them shorter weeks Jumping unemployment figures have alerted economists in the de partment of labor department of commerce and social security ad ministration Lower Prices Government economists general ly agree todays events mean we are shifting to lower prices But they say this need not mean con tinuous unemployment Some where along the line they think large numbers of buyers should show up again as prices drop because they estimate Americans still have savings of 000000 Republicans in the house argue this view Several have referred to a Truman depression in the making Rep Charles A Halleck R Republican floor leader in the last congress says he doesnt want to contribute to undue pes simism but that many signs show a slackening in particular the drop in farm prices He thinks many policies advo cated by the Truman administra tion are creating a lack of con fidence not only among experts say they hit luxuries such as furs and jewelry first They are now hit ting some clothes and shoes They have not yet hit the scarce and highpriced steel products Both prices and jobs began to drop in October Denied Increases Secy of Labor Maurice J Tobin testifying before a congressional committee said both textile and shoe workers in New England were denied further wage increases recently because the negotiators thought the industries couldnt take on added costs So far there have been no strikes in those groups The United Auto Workers has one General Motors may ease the drop in De troit It permits lower wages when the costofliving index drops Tobin says it has dropped about 2 in the past half year One government labor expert says labor union leaders are shift ing their concern to security management may be more willing to promise pensions for old people for the reason that pensions are a cost which can be put off Other Conditions Here are some other conditions which economists think could pre vent the severe drop which hap pened in 1929 1 Both labor and management know more about economics and are more alert to the danger of unemployment 2 Many more workers belong to trade unions and union leaders will resist too fast a drop in either employment or wages S The federal reserve now asks that people buying on installments pay down a third the price of an auto and a fifth the price of many house furnishings Any time such industries have real trouble the federal reserve could take off the downpayment rules to stimulate buying 4 The government now supports prices of some important farm products so they cant drop too far 5 The social security system now pays out small checks to workers over 65 years and for a time to workers who lose jobs Patman D Tex over install ment credit controls He predicts the board will ease installment conditions now per mitted and will in turn get its authority extended perhaps permanently Present authoritiy bonus plans that started a swing through the states early in the war still is going strong New bonus bills now are before the legislatures in 11 states If all of them were enacted about 000000000 would be paid to ap proximately 2000000 men and who served in the armed forces in World War II Bonus program have been ap proved by voters or lawmakers in six states but they are not yet in operation They involve 000000 that would go to an esti mated 2000000 exG Is Louisiana Plans Louisiana plans to start paying to 300000 vets next month Nine states are distributing 537000000 to 4750000 living vet erans or the next of kin of their dead buddies Thus the suma paid promised or proposed add up to 000 for 9050000 men and women in 27 states More than half of that total however is tied up in measures that are at one point or another on the legislative assembly line New bonus bills have been in troduced in Wisconsin West Vir ginia Tennessee South Carolina Oklahoma New Mexico New Jer sey Maryland Maine California and Washington There is no way to tell right now how many of them will get an official okeh A bonus proposition already has been killed in Montana Washingtons proposed bonus was ruled but another plan was drafted in an effort to overcome the state supreme courts objections Idea Approved The bonus idea was approved by voters last year in South Da kota lows North Dakota Minne sota and Indiana The legislators took it up from there this year South Dakota promptly enacted it into law The lawmakers also arranged to raise the money need drawing 500000 from the general fund adding a 2mill general property levy and hiking the sales tax from 2 to Legislatures in Iowa North Da kota and Indiana are working on the problem of financing a bonus Minnesota lawmakers are sifting various proposals for obtaining the cash and making payments Pennsylvanias legislature ha approved a bonus for an estimated 1280000 veterans The voters wil decide next November if they want to cover the outlay with a 000000 bond issue That would be the largest amount authorized by any state Paying Bonuses Nine states are paying bonuses and most of the money already has been distributed They are employers as sociations and even the congress of the United States are not dis turbing when it is realized that out of such discussions come great things Out of it Sen Elbert D Thomas D Utah declared here Saturday night we find de mocracy seeking the truth Sen Thomas former member of the University of Utah faculty spoke at the 35th annual meeting of the American Association1 of University Professors in Statler hotel In an address on The Meaning of Intellectual Freedom the sen ate labor committee chairman asserted that such freedom can never be any freer than the bounds of its physical mental political and economic environments If we are to attain the ultimate which a free mind should offer we can do it only when the bounds which pin us down are made less narrow he said There are not many freedoms there is in reality only one freedom for the many are so closely related Perhaps it is better to call it mans free agency The Utah senator warned his listeners that freedom does not mean license in the realm of thought There is as much dan ger that will come from absolute and complete intellectual freedom as from any of the other free doms he cautioned Suspenders for Army
