process and allow More Public input into budgetary Deci Sions the vote came during the com missioners first workshop on the fiscal year 199091 budget the next fiscal year begins july 1 commissioners voted to accept a four step budgeting process propos Edby commissioner Bobby Dean Locklear in the first step of the process the Board will draw up both specific and general budget guidelines for county manager James Martin in the second step Martin will review the requested budget from each county department and meet with department Heads As needed to review the requests Martin will then prepare a pro posed county budget for the com missioners review in the final step commissioners will after hearing from county department Heads review the pro posed budget for each department for possible cuts Locklear said the new budgeting process would give the Public an idea about whats going on Locklear motion came near the end of the two hour meeting which was attended by 10 county residents Many of those present praised the Board for the openness of the meeting this has just been an extremely Sweet meeting Angus Thompsonsr a member of the Center for Community action said i dont know quite what i expected Here to Day but this has just been a very Sweet meeting and i would like to thank the commissioners for it commissioner Wyvis Oxendine shared Thompsons sentiment this meeting has been exactly what it should be the county has been responsive to the citizens Oxendine said this is what can be accomplished when the citizens and the county government come together Richard Mathis chairman of the Robeson county budget study group also commended the Board Mathis who Early in the meeting submitted a proposal for Public participation in commissioners meetings praised the Board for its Effort to obtain Public input during meetings and the budgeting process Martin gave commissioners a tentative 11step schedule for the budgeting process that he said would put the county approximately 30 Days ahead of where it would normally be in the process under the tentative schedule department Heads were sent a budget request form by Martin on feb 20 and projections of the 198990 Revenue were completed Between feb 1226 departmental budget requests for the coming fiscal year Are due wednesday Martin county finance director Leo Hunt and the respective department Heads will then review the requests March 1830 an estimate of total expenditures for the current fiscal year and total expenditure requests for the coming fiscal year will be drawn up March 816 please see budget Page 9a Public hearing to address county zoning Joh Culbreth staff writer the Robeson county Board of commissioners will take a second look at a proposed zoning map of raft swamp township during a Public hearing monday at 6 pm in the commissioners room in the county administration building raft swamp is the first of eight townships to be considered in the proposed zoning of the county the Robeson county planning Board is currently preparing zoning maps for areas of the Lumberton township that lie outside the City of lumber tons zoning jurisdiction and the seven townships adjacent to Lumberton the townships Are Smyrna wish arts Back swamp Britts West Powellsville and sad Gletree commissioners will have the option of approving rejecting or delaying action on the map following the Public hearing commissioner Bobby Dean Locklear suggested a second Public hearing be held to obtain More Public input on the proposed zoning map during the first Public hearing on the matter feb 19 in an unrelated matter commissioners will consider 14 recommendations made to the Board by the Robeson county budget study group group chairman Richard Mathis described the recommendations As a Way to create greater Community involvement and awareness of county government and the county budgeting process Mathis presented the recommendations during the feb 19 meeting in which commissioners agreed to consider the recommendations monday the commissioners will also con Sider other recommendations made by the study group including establishment of several record Sites in the county to increase Public Access to county budgets audits and minutes of meetings an annual audit of each county department a number of open Public work sessions on the county budget with each department head required to present their depart mental budgets at that time development of Short intermediate and Lon term goals for the county development of an organizational Chart to be available at the proposed record Sites which would show the Hierarchy and duties within the county government and encouragement of commissioners to ask the local legislative delegation to find other funding sources for the county Ever to Black colleges asked about the donation saturday Bush who described himself As a longtime supporter of the fund used his bes known Label for private Charity in saying he hoped the gift would inspire others to donate our administration has stepped up support for historically Black colleges and universities the endowment concept there and i think that generosity is a Challenge that will bring on Well deserved support from others the president said its most generous and one of the most Brilliant thousand Points of Light i can think of in a statement prepared for the sunday presentation Annenberg said Black col Leges Are a major Force for positive change As a society we cannot afford to waste our most valuable resources our citizens comedian Bill Cosby made the largest contribution to a Black College when he donated million in 1987 to Spelman College in Atlanta the United negro College fund a consortium of 41 private Black colleges raised million last year for distribution to its member institutions the gift by Annenberg 82 a former ambassador to great Britain and former owner of to guide would be one of the largest contributions to higher education in this country the largest gift to a single institution was in the late 1970s when Robert w Woodruff former chairman of the coca cola com Pany gave million to Emory University in Atlanta unless Young Blacks Are brought into the mainstream of economic life they will continue to be on the Curbstone the key to this problem is education Annenberg told the los Angeles times which reported the donation plans saturday As did the new York times Black colleges have got to be sup ported Annenberg said the entire country has to get behind this foundations corporations and private citizens we cant just leave this for the government to do team completes 7month journey across Antarctica Paris a six weary but jubilant adventurers from six nations completed a seven month 3800mile trek across Antarctica on skis and dogsled saturday in the longest a mechanized crossing of the continent its a dangerous land without mercy co Leader Jeanlouis Etienne of France told French television moments after the team arrived at a soviet base on the Indian Ocean coast the men were Given a huge loaf of fresh bread and chugged Champagne As the flags of their homelands flapped above them in a Strong wind besides Etienne the team included american co Leader will Steger of Ely Minn Victor Boyar sky of the soviet Union Geoff Somers of Britain Quin Dahe of China and Keizo Funatsu of Japan the expedition almost ended in tragedy in its final hours As the team struggled through a storm toward the soviet research base of Mirny Funatsu disappeared in a blizzard for 11 hours be fore he was found Friday the crossing was by far the longest of its Type across Antarctica but apparently not the first without motor Power on feb 12 italian Mountaineer Reinhold Messner and West German adventurer arved Fuchs completed what they said was a 1700mile crossing on foot without the use of sled dogs they Are expected to arrive in Frankfurt later this month to provide details of their journey Etiennej team is scheduled to return to France for welcoming celebrations March 21 they then head to the United states for ceremonies in min Neapolis which along with Paris served As expedition Headquarters and in Washington where president Bush is expected to meet them at the White House Bush in a congratulatory message said your spirit of International Friendship and cooperation not Only helped make this fantastic journey Possi ble but also set a wonderful example for the world Community of nations the expedition undertaken at a Cost of about million after three years of planning was intended to build Paris All countries should forget their partisan interests and offer it to the world this continent belongs to everyone he described Antarctica As huge and some times monstrous in seven months he said the Only other living things seen by the team were their sled dogs and three Birds experts at expedition Headquarters in Paris praised the performance of the sled dogs which were trained by Steger All but one of the 36 dogs used on the expedition survived and a special High nutrition diet appeared to have kept them in excellent health the journey began july 28 near the tip of the Antarctic Peninsula which reaches out toward South America on dec 11 the team reached its Halfway Point becoming the first to reach the South pole by dogsled since Roald Amundsen in 1911 the first two months were very very hard Etienne said we started to doubt after a month whether we would make it it had been feared bad weather might strand the adventurers on the continent for As Long As a month and jeopardize an elaborate International tour to tout the expedition but High winds pushed apart ice that had blocked the Mirny Harbor leaving a path for a ship that will take them to new zealand soviet ant Arctic officials in Leningrad told Cathy Demoll the expeditions manager in Paris that unless conditions change loading of the ship will begin monday the wind was howling at 70 Mph and the temperature was 20 below Zero when Funatsu left a soviet Mobile Home where he was meeting with a French film Crew thursday spokeswoman Jen Nifer Gasperini said from Minnesota when Funatsu did not arrive Back in his tent for dinner team members tied themselves together and searched the area for several hours before giving up because of darkness Gasperini said the search resumed Early Friday and Funatsu was found about two hours later she said Etienne said that when expedition members passed Funatsu calling Keizo Keizo Keizo he jumped out like a mushroom from the Snow he was in very Good
