A the United nations conciliation commission for the Congo got instructions saturday to go there and work to reconvene parliament which is generally believed favourable to deposed Premier Patrice Lumumba. Sec. Gen. Dag Hammar skjold s 18-nation advisory committee on the Congo at a three hour private meeting approved those terms of reference for the commission which consists of its 15 african and asian members. Informed diplomats report ing this said the advisory committee would meet again in week to decide when the commission would go to the Congo. They said the commission prob ably would leave on the first exploratory visit in 10 Days or two weeks. Request Steps eight african and asian countries have introduced Resolution by which the general Assembly would ask Hammarskjold to take Steps to Gei a new meeting of parliament adjourned by president Jeseph a Samba under the current military regime of col. Joseph Mobutu. The Assembly will take up this Resolution monday afternoon. The proposal also would have the Assembly seat representatives of the Central government of the Congo meaning the Lumumba government.
