The $950-million package to finance adjustments to the Canadian agricultural income stabilization ca1s program was announced by agriculture minister Chuck Strahl in Ottawa on May 18. Ian Wishart vice president of Keystone agricultural producers Kap said the changes will help in the Short term but adds they Don t go far enough. Quot in the Long term the cais program will not do what it needs to do Quot he added. The Aid package includes $900 million to cover an adjustment to cais that will let Farmers include the loss in value of inventory during a year in their cais application. The change is retroactive to 2003, 2004 and 2005. Wishart said last year s wet weather makes this change important for Farmers in Manitoba. Quot basically we had no production so inventories really plummeted. That will have a major intact on the amount of payments Quot e said. An additional $50 million will be used to expand the eligibility criteria for negative margin Coy rage under cais. Negative margins result when a farm s expenses Are higher than its income. Quot the negative margins probably will have some positive Impact Quot Kap s vice president said. Strahl said the changes will Speed up delivery of payments to Farmers. Quot these changes will better address the losses producers have experienced and put significantly More Money into the hands of More Farmers this year Quot Strahl said on May 18. Payments to Farmers resulting from these changes should begin this fall. The changes Are Park of the $1.5 billion in agricultural funding included in the Federal budget on May 2.
