Staight 106th year no. 42,191 thursday june 12,1986 25 cent county prison plans tabled indefinitely by sue Corie in an unexpected move at yesterdays commissioners meeting commissioner William Gannon made a motion which was seconded by commissioner chairman Marilyn Bok and unanimously passed by All three members of the Board to Quot table indefinitely the a whole jail program until further notice. See related Story on this Page this move followed a 2-1 vote in which the commissioners accepted phase ii of the jail documents with the understanding being noted that this acceptance completed the preliminary design phases of the architects contract. This action enables the Board to pay the architect the percentage of his fee due at this time. Commissioner Robert Horton cast the sole vote against acceptance of the phase ii plans stating that before the phase was accepted he believed some adjustments needed to be made in the proposed new prison design. It was noted however by Bok that acceptance of the phase ii work does not bar the Board from making further design changes that option continues to exist following this action she said. Horton in explaining Why he Felt the three commissioners should sit Down together and discuss this further before accepting completion of the second phase of this project said he believes the following areas Are excessive in size in the new prisons current design and should be studied further for possible reduction a gym Horton said that an estimated $210,000 in construction costs could be saved by reducing the size of the gym with the county still providing the necessary area for indoor recreation As the Law requires. Horton quoted a minimum of 15-Square-feet of space per prisoner being needed for indoor recreation. For a 100-inmate facility that would figure to be 1500 Square feet he pointed out. The current jail design includes an indoor recreation area consisting of approximately 5200 Square feet he said. Guy Pelican of the new Jersey Bureau of corrections advised building a recreation area the size of which the county Quot can afford a Horton said. Pelican was contacted by Horton As part of an investigation Horton has been undertaking to see if the prison plans As they now stand contain the Bare essentials to meet constitutional requirements As indicated by Warden Thomas Powers or if there Are areas in the design which could be trimmed As a Cost savings move. Contacted following yesterdays commissioners meeting Pelican stated that he san advocate of providing As Large an indoor recreation As can be afforded by the governing body erecting a new prison. He expressed the opinion that its important to keep inmates a Busy and occupied Pelican noted that a gym area can be effectively used for Multi purposes such As weight lifting arts and crafts etc., As Well As for Normal recreation see a prison a Page b Horton is challenged to come up with new prison plan of his own by sue Corie in moving to a table indefinitely plans for a new county prison. Commissioner William Gannon called on fellow commissioner Robert Horton to come up with a proposal of his own a in Black and White which can be discussed and debated and compared to the proposal on which the prison task Force members and other interested persons have already worked a Long and hard a so that the plan proposed by Horton could be reviewed compared with theirs and acted upon accordingly. Horton asked if he saw this move As being a Challenge Given to him by commissioners Gannon and Marilyn Bok replied Horton described the move to halt further action on the new prison plans a until further notice As being a Good action and one which will provide the Board with the time and Opportunity to study questionable aspects of the prison plans As they now stand. Gannon and Bok made note of the 18 months of detailed study which have already been devoted to the five stage plan for the proposed facility a two phases of which have been completed. They referred to the individuals who have been part of this study including the prison advisory committee composed of the Board of commissioners judge District attorney prison Warden Public de Warden s resignation not cause of tabling of new prison plans commissioner William Gannon said yesterday that it was not the resignation of prison Warden Thomas Powers which prompted his motion to table further actions in regard to the planning process for the proposed new jail. He said however that As a result of Powers resignation the county will be losing a major talents the Warden possesses As Well As the experience Powers has in the building of new facilities. Gannon expressed the Hope that the commissioners can find someone with similar credentials or a consultant who can guide the Board should the commissioners in the future decide to move ahead with these plans. Regarding the wardens resignation Gannon commented a a in a losing a Good person in Tom his departure will be a real loss to the county Gannon indicated. Bok agreed that the resignation of Warden Powers should not be looked upon As being the a a hinge which caused the Board to shelf the plans. She admitted however that the resignation does pose one More stumbling Block in this planning process. She stated that perhaps those who Are in opposition to the current plans can come up with an answer As to How this void can be filled. The commissioner chairman joined with Gannon in expressing regret Over the loss of Warden Powers and his talents. Bok said its difficult to explain to people the complexities involved in the building of a new jail. To go ahead with the project at this time without the experience and knowledge Powers was Able to lend the Board would be very difficult to do at the present time. Now Marilyn Boothe task Force and i Are being told by Bob Horton that our work has been faulty and does not represent the Best interests of Bradford county a Gannon said. Reagan said he still is hoping to arrange a second Summit this year with his soviet counterpart. Movies records and television shows Are All striving desperately to catch our Eye in order that we May partake of whatever it is they have to offer our school boards Borough councils and boards of township supervisors desire attention so they can enjoy some of that dwindling Grant Money from Harrisburg and Washington. In Short much of life seems to be a struggle to get the attention of someone or everyone newspapers Are no different we want you to read us. If you Are Reading us then we want you to skill unlimited Wes k Skillings 7? a read the various articles columns and photo captions that a Why we put headlines on our articles and features. They hopefully will get you to take a second glance maybe a Little longer glance and then its up to the writer to do the rest even though a headline May entice you into a Story it can to get you to continue Reading the Story. That s where the Lead comes in the Lead is essentially the opening of a newspaper article. It is usually the first sentence or first paragraph of an article but a Lead can be comprised of a number of sentences and a number of paragraphs. Some leads seem to go on forever.
