The evidence of this development is contained in an internal Justice department report prepared last year at the request of Thomas j. Of Malley then the acting chief of the narcotics and dangerous drugs Section of Malley told our associate Donald Goldberg the report was a Survey of various Law enforcement agencies and associations. The report covered the period from about 1980 through the end of 1984. And it lists 142 government employees or officials who were caught dealing in some phase of illicit drug activity. The list includes four judges. 12 other elected or appointed officials 48 police officers 38 sheriffs or deputies and a variety of other persons at All Levels of government. Here Are some examples of the cases cited a Joseph Price a former special agent of the customs service assigned to the vice presidents drug task Force was convicted on several charges after he tried to recruit an informant As the middleman on a Sale of hashish Oil. Price is in jail awaiting the results of his Appeal. A Harold Lawrence a drug in Anderson for Cement administration special agent with 30 years experience As a narcotics officer pleaded guilty to conspiracy in a drug smuggling operation a Frank Robin jr., a former Justice department attorney was convicted of bribery and obstruction of Justice after a drug related investigation according to the report. A the prosecution. Compared Robin s crime to that of treason during time of a customs patrol officer Linda Osterman was convicted of stealing classified surveillance information and Selling it to a drug dealer. She was sentenced to six months in prison and five years probation. She lost an Appeal a William c. Why done to we do to the soviet Union what we Are doing to Libya the answer is obvious and makes us bullies in the eyes of some people in the world. When the local communists took Over in Grenada we invaded when the soviet Union moved into Afghanistan we backed out of the olympics. Limiting storm water a priority handling waste water is a matter of increasing concern to communities throughout the state and the country and the concern is no less pressing in our area. Contributing in Many cases to the water treatment problem Are periods of massive inflow at sewer plants caused by storm water and ground water Runoff. The problem locally has prompted Towanda Borough officials to ask for the cooperation of All property owners in reducing the amount of storm water that finds its Way into the Towanda municipal authority a Plant. That cooperation is All the More important now because there Are indications that funding for a coming sewer system expansion project May be jeopardized if storm water inflow cannot be controlled. Called the 201 project the plan Calls for the spending of Over $3 million in govern ment funding to update and increase the capacity of the system so that it can provide service to the local communities of Towanda East Towanda North Towanda Wysox and Lake we sauking and allow for future growth. One increasingly crucial element to making the plan work is the elimination of storm and Runoff water from the sanitary sewer lines. Every gallon of storm water that goes into the Plant hampers the plants ability to handle waste water and taxes its ultimate capacity. For example authorities say that Over the past three weeks with High Levels of rainfall and Snow melt being experienced inflow into the Towanda Plant has at least doubled. The Plant which handles about 500,000 Gallons a Day on a dry Day was handling 1 million or More Gallons per Day on several occasions. The Plant has a licensed capacity of 1 million Gallons a Day. Obviously if All of the storm and Runoff water were eliminated the Plant would be Able to handle that much More sewage. Landowners Are being asked to help eliminate sources of storm and Runoff water by disconnecting rain gutters and sump pumps from the sewer lines. In Towanda Borough connection of downspouts and pumps to the sewer line is prohibited by ordinance. Rather than resorting to citations and prosecution authorities have said they would like to see voluntary cooperation in eliminating the problem. The daily review urges local property owners to find sources of storm and Runoff water and make sure the water is not getting into the sanitary sewerage lines. Cooperation in this area will Benefit the entire Towanda area. It appears As though a lot of americans Are spoiling for a fight. It was surprising to hear How Many people were enthusiastic about the action we took in Libya and it seems Likely now that president Reagan will eventually get his Way in Nicaragua the United states will involve itself in the War against the sandinista government there. In a lost when it comes to knowing who a right and who a wrong in Nicaragua. I know the sandinista Are left Wing and the contras Are right Wing but who the Good Guys Are i can to guess and nothing i read helps me understand several Days ago i heard the nicaraguan ambassador to the u n on the a Macneil Lehrer she insisted the nicaraguan troops had not invaded Honduras and she made a persuasive argument. Quot we May be All the terrible things the United states government says we Are a she said in effect a but we Are not stupid. The United states is just waiting for us to do something like invade Honduras and to do that would be stupid. Of course we have not invaded its going to be interesting maybe painfully interesting to see what comes out of the action we took in Libya. The Gulf of Sidra looks to me to be an area comparable to. But a Quarter the size of our Gulf of Mexico i done to know what our attitude would be if libyan battleships started sailing around the Gulf of Mexico. I expect wed be As annoyed As the libyans were when we went into the Gulf of Sidra. International Law however seems to be on our Side in the Mediterranean. There a no doubt that foam mar khad Afy is a seriously bad Guy. The question is not whether what our Navy did was unfair to him its whether it was Good for us if sinking some of the Little libyan gunboats and killing their Crews eliminates the kind of terrorism that seems to originate in Libya our action will have been a Success. If terrorism increases in the future then it will have been a dumb thing to do. If More americans die because of it the action will have been a mistake. It will be a while before we know. This meant that once a month or More often Louis would slap around an unknown pug who was t really Tough enough or skilled enough to be in the ring with him he did it because there were so very few lighters really worthy of fighting Louis. Just As Louis had the physical ability to demolish anyone who challenged him. We have the military Power to do the same we could if we wished blow up the entire world and everybody on it. Including ourselves. Or we could single out one Small part of the world and just erase it. Who is As Strong the soviet Union maybe. But its not convenient for either of us to Settle the question. At least not at the moment. As Strong As we Are. Though there seems to be a need in Many of us to remind others of our strength. And to remind ourselves. That a Why there was such Heartfelt Pride and jubilation when we roared into Grenada and Defeated a swarm of cuban construction workers. And its the reason there a almost unanimous support in Congress and probably among the american people for the Way we re zapping those libyan patrol boats. The appealing thing about both these adventures is that they Arentt really full scale wars which we done to want to get involved in right now we Call the libyan action a i done to recall what we named the Grenada invasion. In that Way they re similar to Joe Louis a bum of the month fights which were Pushover exhibitions. The patrol boats from Libya were Pushover. As were the construction workers on Grenada there a no risk of our losing. And they serve As military exhibitions. When you think about it we said we sent our planes Over the Gulf of Sidra As part of military exercise. What better exercise could there be than actually sinking a few patrol boats and bombing a couple of radar Sites so. What i m suggesting is that president Reagan give some thought to adopting the old Joe Louis a bum of the month tour As part of our National policy. Moa mar khad Afy surely Isnit the Only National Leader who had been making a pest of himself. And Libya Isnit the Only relatively Small country that a been unfriendly to us. Look at a map of the world. They re All Over the place. You can t even pronounce Many of their names the foreigners. I m not saying that we should just go in and Start shooting missiles at them for no reason. Nor should we do anything to provoke them into attacking us. As Larry Speakes the White House spokesman says that s not Why we went into the Gulf of Sidra. We just needed the exercise. And in this fitness conscious age who would deny us our exercise but in a sure there Are a lot of Little countries who if we gave them an Opportunity would be willing to do something to provoke us. That Sall those pugs were doing when they climbed in the ring with Joe Louis taking advantage of a rare Opportunity to go up against the Best. What did it Cost them really.
