Pacific Stars and Stripes (Newspaper) - January 26, 1967, Tokyo, JapanIllinois helps its fighting men by Jeff Gushin Copley news service Springfield 111. Illinois May not be the biggest state in the nation butt May Well have the biggest heart. As a Bonus to servicemen in Vietnam the state is giving each a $100 Bonus and an additional $1,000 to next of Kin in Cas of death. Illinois is the Only state to Institute such a program so far. During world War ii Illinois was also the first state to offer a similar program to its native sons. During the korean conflict it again offered the Bonus. Job barriers falling fast for negroes by Richard v. Oliver thew York up almost hidden be Hind the shouts of Black Power an obscured by a decade of civil rights protests a quiet negro revolution i changing the face of America. The negro is slowly beginning to share in the american dream. He is beginning to move into better jobs at higher wage Sand he is jumping class lines to do it. This was the finding of a study re leased by Columbia University s Bureau of applied social research. The report by Abram j. Jaffe and Jerome b. Gordon is based on a study of the rate american men Are moving into better jobs. In general the negro was found to Befar outstripping the White in moving from one Job to another on a higher level. The study found this to be True across the entire breadth of employment from the lowest paying manual labor to managerial positions. Tivice As fast for instance the Columbia research ers found that Between 1950 and 1960, negro men moved into the highest occupational Levels including management and the professions at twice the rate of Whites. The trend is continuing. The report shows that Job opportunities at the highest level for both racial groups in creased at an even greater rate Between 1960 and 1965 and that negroes Are continuing to move up More rapidly than Whites. The invisible hand of government Isth most important and dynamic Force in economic and social change for the betterment of minority groups in this country Gordon said. The report shows that Between 1950and 1960 More than half the movement of nonwhites into professional and manag Erial positions was directly attributable to government hiring. Not limited the negro s class jumping is no limited to these positions alone. In the next highest occupational group clerical and sales workers the number of non White men increased 38 per cent com pared with 2 per cent for Whites. And nonwhite men moved into the third highest occupational category craftsmen at a rate three times that of Whites during the same decade 46 per cent for nonwhites and 13 per Cen for Whites. The report which was limited Tomales also found evidence of a breaking Down of racial barriers imposed by some unions. The study concluded that the upward mobility of the american negro seemed to reflect the mobility of other minority groups at other times in the nation s history. The higher rates of movement by nonwhites into professional and manag Erial positions and the replacement of Whites with nonwhites in Semi skilled occupations appear to be a repetition of the experience of the foreign born of one to two generations earlier the report said. Frank Johnson of the Illinois Veteran commission said More than $323 million was paid to veterans during world War ii. The average claim was about $363,"he said. Although other states have special programs for War veterans such As California s Cal vet program Illinois feels that ready Cash is a better asset to a Man returning Home. To be eligible for the Bonus Illinois Law requires the Serviceman be on duty in the Vietnam War zone. At that time he can apply for the $100 Bonus. The Check will be sent to him or he can have it mailed to his family. In the event of death another Check for $1,000 is sent to his next of Kin. A Bill passed by the last session of Testate legislature provided an initial $1 million for the bonuses. By june the fun Shad been depicted. Another Bill was introduced at the present session asking Foran additional $2 million. It is almost certain to pass. About 6 per cent of the Force i Vietnam is from Illinois said Johnson and that s a lot of the Bonus is not intended to be an incentive for men to join up. It is one Way of thanking these boys for serving when the $2 million is depleted and if the War is still going on there will undoubtedly be another request for other states will follow the path of Illinois in offering similar program Sis unknown.
