Us ph3 Rick George gis overseas might see higher paychecks by Dwight trimmer ps8.s Washington Bureau chief Washington gis overseas will prob ably draw larger Cost of living allowances cola next fiscal year according to Pentagon sources. Defense officials want to raise overseas cola by replacing their outdated rate setting tables with newer More accurate , Congress must first appropriate the additional Money. The defense department considered the change for this fiscal year but it needed an estimated $51 million. That Money was no available in the defense budget. Dod had also considered the shift to More accurate tables and higher rates in 1979, but budget constraints again prevented them. Also at that time the new tables would have generated lower cola rates for Junior enlisted. Now said defense officials the shift to newer tables would mean a cola hike for nearly All gis overseas. Pentagon source would not speculate on the amount of those increases but an army finance office estimated the raise could be As much As $60 a month for some officers and senior cos. Gis living in High Cost areas overseas draw cola to offset those higher living costs. A Dod panel compares stateside and overseas Price for some 160 goods and services. From those comparisons they derive a cola rate for specific overseas locations. Dod is now using 20-year-old data take from a 1961-62 Survey to determine those cola rates. The general accounting office reported earlier this year that 98 percent of All gis overseas get less cola than they should. The state department shifted to newer More accurate tables in 1978. They use 1972-73 Survey statistics to determine cola rates for their overseas employees. Dod would use those same Survey Dollar s Exchange value with foreign currency has risen recently. Therefore de sense officials said the Cost of cola increases next fiscal year will be less than the $51 million needed in by 83. They believe that the program s lower Cost next fiscal year might influence Congress to appropriate the needed Money. In any event the defense department has told army Navy and air Force officials to program those cola increases into their by 84 budgets.
