But we think the City May be jumping the gun on this one. We were pleased to see the City take action to change the intersection to a four Way Stop. There had been too Many crashes there As we said in an editorial and the City had a responsibility to see that it did what it could to make the intersection safer. The application for funding to build the roundabout is based on failure of the four Way Stop at the intersection to prevent additional accidents. But that seems to be a very premature conclusion. We re not far removed from the signs being placed to Stop traffic from All directions. This is still within what is a transitional time by any reasonable Standard. There Arn other cheaper options to explore As Well. Signs can be placed with a flashing yellow Light atop them powered by a Small solar panel. It be necessary but maybe the Light catches the attention of people who would otherwise be blowing through and endangering other Drivers. Or the police department could station an officer there on a regular basis to ticket people who ignore the Stop signs. Its not fun or glamorous police work but it remains important. Saying the City has tried the less expensive options and they have failed is worse than premature. Its simply not True. It seems that somewhere along the line someone at City Hall decided the fastest Way to Cut the gordian knot was to throw More than $200,000 at it. Having a a spend first mentality is not an example of Good leadership and it ill serves any City. By All Means proceed with the application for funding. It May prove to be the Best solution in the Long run. But realize that we re on flan b for the intersection. Flan c exists. There May even be a flan d to consider. I was delighted this past week to have the Opportunity to promote one our writers Here in Ottumwa to assistant editor at the Oskaloosa Herald. Danielle Lunsford has been a great asset to our newsroom since her arrival after graduation from the University of Iowa in 2014. She Learned fast to juggle news stories and cover the local education heat in our county. When we were Dow n to Only one reporter in the newsroom when Mark Newman experienced health problems Danielle really stepped up to the plate. There were Days when you May have seen her byline three or four times in the same newspaper during Mark s absence. A few months Back she made the comment Quot they never taught me this stuff in journalism i agree there s nothing More valuable than firsthand experiences working at a daily newspaper. She s w Ritten every thing from obits weddings engagements feature stories school Board and Park Hoard meetings As Well As couple of county Board meetings. She welcomed the Opportunity to do More. Today in Oskaloosa she s learning one has to work Long hours when you re the person in charge of Day to Day operations. Plus she s putting to Good use All her planning and organizational skills she Learned in Ottumwa to help make our sister Wanda Moeller courier editor publication into a better newspaper. And. I might add. She s off to a great Start. This week when we said goodbye to Danielle we welcomed our new photographer Ben Roberts to the courier. Ile replaces Patrick Shelby who decided he missed the Ocean scenery too much and went Back Home to California. Ben is an great photographer vide Grapher with great experience working at two other Iowa communities As Well As overseas. In his first two Days at the courier we be been impressed w Ith his photographic Eye to capture scenes around our area. He s won numerous awards and achievements during the past decade at the daily iowan and the Iowa City press citizen. We re thrilled to have him As a member of our staff. When you see him buzzing around the Community with his camera shooting pictures and video be sure to introduce yourself. Once school gets underway you la see him working the sidelines of athletic events and inside our local schools covering various feature stories with our writers. Flus hell be roaming the Countryside of Wapello county looking for the great landscape photos. As for me i m always up for a Good Challenge. Over the course of the next few weeks i will be travelling Back and Forth to get Danielle and a new reporter settled in Oskaloosa. However i remain committed to making certain we have Quality news in our local newspaper Here in Ottumwa. One of the first people to congratulate me on my new position asked me if i was leaving Ottumwa. The answer is a absolutely not. I w ill by Here 95 percent of the time and will continue to cover the Wapello county Board of supervisors Ottumwa City Council and various other stories that come my Way. I would t dare give up covering the supervisors and City Council. However during this interim training period Matt Milner and Mark Newman will be filling in doing some of my assignments. I m one of those individuals who believe in the essentials of covering local government entities. It s my Job As a newspaper editor to make certain people in Ottumwa know what a happening behind the Walls at City Hall and the county courthouse. Plus i m a bit of a local political Junkie. He was a Retiree of John Deere and was very Active in the Community where he drove school bus served on the school Board and the com carnival committee. Lions club and other activities. Bui and his wife Freda were always on hand for Many activities. They put in Many Long hours helping restore the old school gym for use As music shows school reunions family reunions wedding receptions Bible school and other things. We also got lots of help i rom their son Jim and his w Ife Deb. Freda is now recovering from a heart attack and we wish her a Speed recovery. Can i talk to another member away from Public meetings answer it is difficult for two of three members of a governmental body to communicate outside an open Public meeting without violating chapter 21 of the Iowa code open meetings. This includes not Only meeting face to face but also talking on the Telephone texting emailing or any other Means of communication. According to Iowa code Section 21.2 2the definition of a meeting is Quot a gathering in person or by electronic Means formal or informal of a majority of the members of a governmental body where there is deliberation or action upon any matter within the scope of the governmental body a policy making boo out of three members is a majority. Deliberation Means to consider or debate. Iwo members could meet for a purely ministerial or social purposes when there is no discussion of policy or no intent to avoid the purposes of this chapter Quot As allowed by Section 21.2 2. However a conversation about meeting times or a Chance meeting at a civic event can easily morph into a discussion of Agenda items and potential solutions to an Issue facing the governmental it Fly. Although a gathering for educational purposes to receive information about an Issue can be considered a Quot ministerial Quot function it can become an illegal meeting when members Start discuss ing the information and How to implement that knowledge. Using email Telephone and texting to communicate can also create problems. Not Only can there be violations of Section 21.2, 21.3 and 21.4 concerning notices agendas and minutes but there is also a violation of 21.8. Section 21.8 outlines specific procedures to be followed anytime there is a meeting of a governmental body by electronic Means. With a three member governmental body the simple text discussion concerning duties or issues violates the open meetings Laws unless Section 21.8 is observed.
