The panel is now in process of contacting the Public employees relations Board to re quest the services of a state mediator since the negotiating committees for both sides had been unable to reach an agreement on several items. This was reported this noon by Francis Martello Field representative for the civil service employees association bargaining agent for the employees. He said the county presented its last offer of five per cent across the Board increase based on present salaries. The county made the offer he said Only if it were decided to disregard negotiations on a retire ment plan. The county employees said they would agree to this but Only if the salary increase were to per cent. Or. Martello said a i seemed like talks were productive after the third session sept. 3 a a he said that at the fourth ses. Sion held the same Day the negotiations a started to fall apart very today was the fifth session. The employees received an eight per cent increase in pay at the beginning of this year. Also at Issue was a Section saying that if a trailer should be destroyed by fire it May not be replaced without a permit. The new Law does not affect trailers which Are already set up on land. Supervisor Frank Curtis said the ordinance was designed to protect persons who build new Homes in the town preventing persons from erecting trailers next door. He said in most cases however permits would probably be issued to persons who wished to put a trailer on a parcel of land if it did not interfere with the surrounding neighbourhood. He indicated this was also True for someone who lost his Mobile Home in a fire. Norwich attorney Thomas a. Vitanza representing a group of trailer owners presented petitions which he said contained 1,100 signatures of persons opposing the Law.
