The first phase of the project which could begin As Early As next year is presently expected to follow the same route As county Road 25, except near the Hamlet of East Guilford where an entirely new route would be designed. The state department will notify residents this week that persons May request a Public hearing on the project or its effects by making a written request to the District Engineer state department of transportation 71 Frederick Street Binghamton on or before nov. 12. The hearing if requested would allow persons to express views concerning economic or social effects of the proposed project its Impact upon the environment and its consistency with local planning objectives. Information concerning the project is also expected to be available at the District engineers office or the office of the resident Engineer at Oxford within the next few Days. Cost of construction will be borne equally Between the state and Federal governments under the Federal Aid plan for state secondary Road improvements. The county however will have to appropriate funds for rights of Way along the route. A rights of Way committee has also requested $102,500 for inclusion in next years budget for financing of the project. The first phase which is actually described As the third phase would extend from East Guilford to a Point just East of the Robinson Road town Road 18about two Miles South of Guilford Center.
