Northeast Suburban Life (Newspaper) - May 24, 1978, Cincinnati, Ohio2 is i Erban use wednesday May 24, 1978 Lif suburb with Maureen Heht Nan schools May Benefit from Tombu Esperson some recent happenings in schools have convinced me of an opinion i already harboured that school districts need a bomb Usper i m not sure even an of Hud woman could have calmed the Board of Educa lion meeting at Sycamore last wednesday however. In my several years of covering meetings of All kinds five never seen one that hot and crowded and apparently neither has anyone else. I thought the crowd might Stampede the Board t Here was definite threat of menace at times. The crowd majority was angry about the non renewal of football coach Dave hurts contract. During recent weeks i have been working on a Story about the difficulties of learning disabled children in school districts part of any perceived problem is one of communication and Here is where i believe the of Hud woman could help out. The person could be hired by a joint panel of school personnel and parents for a limited term say two or three years. This person could mediate in problems Between parents and school teachers and administrators and could probably solve them before t hey get big. When i was at us such a program was begun and i believe it de fused quite a few potentially explosive situations. In this office i hear a lot about school problems particularly from one woman s son was paddled at a local Junior High school for being late to a lass i ask you How reasonable is that another woman a former team hrs tells How certain teachers at her child a school retaliate against children in the special program for gifted children. One woman has been told that her child a learning disability is caused by her own problems. She is concerned that the problem is not receive adequate attention i have no Way of judging these remarks without knowing the entire Story but the entire Story is Seldom available to us nor perhaps should it be. I do know that Many of the parents i have talked to seem intelligent truthful and relatively sophisticated. They All share one thing in common however they Are afraid to complain about the problem to the school teacher or principal. They Are All afraid that their children will be the objects of retaliation. Their fears May not be Well grounded but they Are Universal enough that i believe they need to be allayed. That a where the Tombu Esperson would come in. This person could discreetly Ibok into situations where the parents done to want to go in with both guns blasting. He or she could probably solve Many problems without getting into personal names and without precipitating personal conflicts. Perhaps parents Are concerned about a problem that their child has mentioned but they Don t really know if the child is exaggerating or mistaken about the situation. They done to want to make the child look badly in the eyes of the teacher or principal so they just say nothing at All. If the District had an Tombu Esperson the parents could bring such incipient problems to him or her. 1 have talked to at least one school administrator who thinks this idea is for the Birds. Maybe it is but i done to like to see grown adult people tax payers who fund the schools so easily intimidated by the school system. Why the construction bids for your service Complex and the municipal building exceeded the Engineer s estimate. Assuming the report was Correct i believe the reason you gave is inaccurate. You maintain a that the duplication of Effort that resulted with the acceptance of Many individual contractors bids the general contractor could contract the work and sublet it raised the Price of the two projects beyond the estimates and beyond Madeira a financial this reason has not Heen accepted As a fact by other government agencies that do substantially More construction work than the City of Madeira to Start with your original bidding procedure on this project was in direct violation of the Laws of the state of Ohio which require separate bids for the plumbing vac and electrical portions of the project. The state of Ohio enacted this Law because the legislators were convinced separate bids on the mechanical portion of a project which usually represents 30 a of the total project would insure the lowest possible bids for the state counties and municipalities. On nov. 17, 1977, the general services administration one of the worlds largest users of construction services also reached the a me conclusion. They appointed an advisory committee to determine whether the , should continue their practice this committee after hearing All the pros and cons of bid listing unanimously agreed that it was in the Best interest of the . To continue the practice. The conclusion reached by you for the a excessive bid prices on these buildings does not agree with the conclusions reached by knowledgeable experts in the construction Industry. I would suspect your bids were a Over estimate a due to less sophisticated reasons. Since the first of the year materials and equipment used by contractors and subcontractors have increased in Price by As much As 25 y. The wholesale Price Index will confirm this fact. Also the a accelerated rate of construction in the Cincinnati area has modified the bidding strategy and prices of Many contractors. These two reasons Are extremely difficult for an architect or Engineer to forecast at the time of budgeting. Finally a set of bid documents in violation of the Law had to cause substantial confusion and uncertainty. Donald h. Kuenning president . One of the sections of that Law states that executive sessions May exclude the Public and the news Media so that the Council May have conferences with an attorney for the Public body City solicitor concerning disputes involving the Public body City of Madeira that Are the subject of a spending or imminent court As mayor i conferred with or. Stanley w. Rozic City solicitor for Madeira Over the legality of having an executive meeting concerning the proposed renovation of the municipal building and the new service Complex to be constructed off Dawson de. Or. De Hillman clerk treasurer Abo at the beginning of the meeting in 3uired of the legality of such a discussion for the record. Or. Rozic a reply was the same that we were within our Legal rights. Alternative courses of action concerning the bidding process and procedures to proceed with the construction projects to avoid further Legal complications were discussed. There was an equal Opportunity for each and every member of Council to voice object ions As to the legality of an executive session. On May 1, 1978 when the minutes of that april 17, 1978 meeting were presented they were approved As corrected with no objections to the Section in question by any of the Council members. Since we As members of your City government Are to be Neld responsible for obeying the taw we should at least have the Opportunity to answer any charges in open Council sessions. We Are also responsible for following the Legal opinion and direction of our City solicitor. I feel that it is extremely unfortunate that shadows of doubt and aspersions Are being cast upon the actions of this Council of High moral and ethical integrity which is working so hard for the City of Madeira.
