Finishing at the top of her class Burnett said she was still overlooked for scholarships. When the National association for the advancement of coloured people encouraged the offering of scholarships to minorities she finally Learned shed attend Slippery Rock University on a scholarship. Ellwood City Union appeals arbiters ruling a reinstated Borough worker entitled to Back pay petition claims by Maryalice Meli new Castle news the Union representing an Ellwood City Borough worker whose firing was overturned in a recent arbitration award but without a reinstatement of Back pay and benefits has filed an Appeal. Union officials said the contract requires Back pay and any lost benefits. On monday Robert session business manager for labourer so International Union of North America local 964, filed a petition asking the civil division of Lawrence county common pleas court to vacate the arbitrators ruling. Mary Ann Fleo a 23-year Borough employee was fired sept. 16 following a suspension on aug. 1 for Gross insubordination. The charge stemmed from her unauthorized action in july that lowered the hourly pay rate of Kathy do Biagio who is Secretary to c. David Turner Borough manager the arbitrator Randall j. Gebhardt ruled on feb. 5 that instead of a termination Fleo should be placed on a 30-Day suspension which the Union opposes. Fleors action came after a june contract agreement Between the Borough and Union clerical workers which increased the number of hours in their work week from 37v2 to 40. Non Union clerical workers hours were adjusted to 40 hours also. Do Biagio a $26,000 annual salary was based on an hourly $13.33 for 3772 hours. Fleo lowered do Biagio a hourly rate to $12.50 to maintain the annual total of $26,000. After the second pay Check in july do Biagio reported the error to Turner. When Turner ordered Fleo to reissue the paychecks she requested Council authorization and an audit. He checked with the Borough auditors who supported do Biagio a $13.33 rate.
