The commissioners looking frazzled after several hours of Fine tuning costs and expenditures started their Public budget meeting a half hour later than scheduled yesterday introducing a budget totalling $24,531,065.42 for next year. That compares with a $23,601,085 spending plan that was in place for this year. The 1999 taxes Are to be set at 27 Mills including 22.6 Mills for general operations 3.6 Mills As a debt service to pay off Bond issues for the county jail and a special purposes tax of 0.8 Mill to fund the Lawrence county Federated Library system. Those villages take into account the adjustment from the commissioners having raised the predetermined assessment ratio from 60 to 75 As of Jan. 1. This years taxes were levied at 34.5 Mills including 29 Mills for general purposes four Mills for debt service and one Mill As the Library tax. The commissioners last year were granted a one time permission by the court to raise the taxes for general purposes As High As 30 Mills. By state Law the ceiling for taxes is 25 Mills without the commissioners going to court for an increase. For next year they decided to raise the assessment ratio so they could receive the same amount of Money in taxes As they did this year without having to go Back to petition the court for it. The raise in the ratio requires that taxes be reduced accordingly. Thus taxes for next year if kept at the same Dollar amount As this year would have been 27.6 Mills and the general operating millage would have been reduced to 23.2 Mills. The commissioners Are reducing the general operating millage further to 22.6 Mills.
