Kaiser, 25. was pronounced dead of a heart attack Monday after being stricken during a class at the Pennsylvania State University. An Altoona resident, Kaiser enrolled last month as a graduate student in meteorology at Penn State after serving in the Army. He was graduated from Millersville State College. LUCAS DIES PITTSBURGH (UPI) - Funeral services will be held Wednesday for Anthony Lucas, 86, who retired Jan. 1 as a member of the City Civil Service Commission after 23 years service. A graduate of the University of Michigan Law School, Lucas died Sunday at Allegheny General Hospital. As traffic magistrate, he once fined his wife $2 for a parking violation and then paid the fine himself. BIRTH RATE DECLINES PHILADELPHIA (UPI) -The city’s birth rate declined 8 per cent last year to the lowest level in a decade. City health Commissioner Norman Ingraham said Monday there was no apparent explanation for the decline but he noted that it followed the national trend. There were an estimated 38,731 births in 1965, compared to 42,-255 in 1964 for a rate of 18.8 for every 1.000 residents. The former head coach of the Houston Oilers professional football team was fired again earlier this month as an Oiler assistant coach. Carelessness costs many a contract, and this is true in both offensive and defensive play. No one stands over you with a whip to try to stop you from making a mistake, and you have to look out for yourself at all times to avoid making a fatal error. Frequently these errors sneak up on you unawares. South wins, forces out your ace of diamonds, and, when you then cash the king of clubs, school is out. All told, South makes nine tricks, losing a diamond and three dubs. You could have overtaken the queen of clubs with the king, returned the eight, and eventally cashed four club tricks and a diamond. There is no good reason, except perhaps carelessness, for failing to overtake the queen. True, your partner might have had the A-Q-x of clubs, in which case overtaking would cost you a trick, but it could not cost you the contract. For practical purposes, you can be certain that the hand is defeated if you overtake the queen, and will probably be made if you duck the queen, and that is certainly a good reason for overtaking. But, of course, you have to have your mind on the game at trick two and be careful not to play mechanically. 30-degree temperatures in Florida By United Press International A chilling cold wave gripped the central and southwestern states today, with 36-degree temperatures as far South as the Florida Everglades. Rain and snow fell over much of Texas, New Mexico and Arizona, with rain falling along the southwestern border as far west as California. Snow fell from Minnesota to Maine and down into the Appalachians, with as much as an inch of new snow in west central Michigan.
