California to the Texas refineries near Webster All American Pipeline also applied for and received a permit for the McCamey to Webster section of pipeline Aug 9. but the permit was rescinded Sept 19 as a mistake*" the railroad commission’s file on All American indicated "The attached permit (for the Ail American Pipeline was issued in error prior to complete review,” a memorandum from Alice Miller in the RRC read The complete review referred to would include the pipeline s risk to surface and subsurface water The last session of the Texas Legislature gave the RRC the power to ensure that pipelines were constructed and operated so as not to pollute surface or subsurface water. The amendment to RRC* statutory powers went into effect June 15 This hearing will be a first for the RRC and the commission has not yet made regulations to oversee this new function. EUW'D staff and some board members said they planned to attend the public hearing because they are concerned with the risk of pollution to the aquifer in case of an oil spill •I can’t imagine anyone would think we were not interested atter we were the ones who pushed for this hearing ’ said Torn Fox general manager of the underground water district Hays County citizens who met in Kyle to oppose the pipeline indicated that they believed the Kl WD was satisfied that the pipeline was outside the political boundary of its respon ability. The Smalt Cities Council that covers towns in Hays and Travis counties has been trying to create a waler district similar to the KCW Ii under a provision of the current water code The group failed to get the Texas Legislature to create the water district tor them legislative ly.and are using this other route Just because this pipeline is not in the boundaries of the district does not mean we are not interested We have remained interested in this pipeline and its effect on lh#* aquifer Fox said Fay Sinkin a Bexar t ounty member of the water district noard agreed with Fox and also said she would attend the hearing Fox said his staff had not planned to testify at this time but were work mg toward setting the stage for the disemination of information at th»-hearing People need to understand we ar*-not in a position to stop this pipeline See PIPELINE PagebA Bulverde VFD may reorganize Bf LILLIAM THOMAS Staff writar The Bexar Bulverde Volunteer Fire Department is looking into a reorganization The portion of the department s response area in Bexar ( ounty would be a separate department from the area in Comal County We will put the issue before the membership in a special meeting Jan 24.” Cameron Wiley with the fire department said •Once the reorganization happens, the people will not be able to tell any difference Because what we take apart, we plan to put hack together w ith mutual aid agreements ” One of the main reasons for the reorganizations would he to simplify the bookkeeping.
