the aquifer recharge All American was granted a permit in February to operate a heated crude pipeline from El Paso to Mc Camey and the route plan will bring California crude from California to the Texas refineries near All American Pipeline also applied for and received a permit for the Mc Camey to Webster section of pipeline but the permit was rescinded 19 as a the railroad commissions file on All American in The attached permit for the All American Pipeline was issued in er ror prior to complete a memorandum fromAlice Miller in the RRC The complete review referred to would include the pipelines risk to surface and subsurface The last session of the Texas Legislature gave the RRC the power to ensure that pipelines were constructed and operated so as not to pollute surface or subsurface The amend ment to RRCs statutory powers went into effect June This hearing will be a first for the RRC and the commission has not yet made regulations to oversee this new EUWD staff and some board members said they planned to attend the public hearing because they are concerned with the risk of pollution to the aquifer in case of an oil I cant imagine anyone would think we were not
