Casted: Part of solution to dose loopholes
would benefit from higher caps or no caps on property taxes. Because there is more land than residents in such districts, they could adjust tax rates to reflect population and financial needs.
GSD Superintendent Marc Walker said working in other states has taught him that there is no perfect way to even the wealth between districts.
“The system doesn’t have to be perfect; it just has to be adequate,” he said.
Casteel said a state income tax or state property tax are both out of the question. Gov. Rick Perry removed the income tax as a possibility,
but her life was full with a passion for others. Melody will be missed dearly by family friends and animals alike. Rest with God Melody and love always.

and a property tax is unlikely because it would require an amendment to the state constitution, she said.
She said that the most likely option is to focus on the business community by Axing the loopholes in the franchise tax and raising taxes in a way business owners can tolerate.
“I think part of the solution is closing the loopholes and figuring out a way to fairly apply more taxes to partnerships and proprietorships,” Casteel said.
Wentworth, however, said all options are now up for consideration. However, the decisions of a recently formed school finance commission headed by former Comptroller John Sharp will be considered seriously.
“Everything is back on the table again,” Wentworth said.

some from getting out to go to work or schools.
Homseth said the project, which two Precinct 2 commissioners — Jay Minikin and Scheel, who was his predecessor in the office — have sought for more than a decade, was important from two standpoints.
First, a minor storm often would flood Bear Creek and close the road to traffic. Second, Homseth said, was the safety issue created by the “Schoenthal dip," a wellknown local traffic obstacle and accident point where the severe dip in the road sometimes launches vehicles, causing accidents.
Boyd said it is the largest project he’s personally created. It is the first, he said, of about IO such projects that need to be done around the county. Most likely will be years off because the money

believe the county would actually close the roadway for a dance, but he wouldn’t stand in the way if Scheel chose to dance atop the 10-foot, cast concrete box culverts that make up the bridge. With its wide shoulders, there was plenty of room, Hornseth said.

“The Kongresshalle name is good because it ties into the city’s German heritage, and it would be easy to establish as a marketing brand for the center,” he said. “But we could add The Ken Rehler Memorial Convention Center’ as a secondary name.”
If council is not willing to change the name, Meek suggested another fitting memorial.
adequate dance floor for the judge,” Hornseth said.
Scheel said he was glad to see it done.
“I’m ready!” he said. “This is a project that's been in the mill since 1997 or 1998, and I’m just thankful it’s done. ITI have to call George Strait and see if he has any open dates.”
“We called (Rehler) our dream catcher, so we could hang one in the lobby of the building,” Meek said, referring to the Native American charm normally hung abcjve the bed to catch dreams while a person is sleeping.

“We certainly need to find an appropriate way to honor (Rehler’s) contribution to that project,
and I would certainly be open to considering it,” he said.

just isn’t there to complete them.
As the project exists now, it includes 14-foot shoulders and an 11-foot lane in each direction. Boyd said he designed it to accommodate what he thinks could be the road’s ultimate build-out — a four-lane north/south county arterial road.
“Eventually, Schoenthal Road will obviously be a major thoroughfare between New Braunfels and San Antonio,” Boyd said. “We wanted to design it with forward thinking so we wouldn’t have to expand the boxes when that time comes. They’d already be done.”
In March, when the county put the project out to bid, a skeptical Scheel said he’d celebrate if the project was completed in his lifetime.
“I told Tom Hornseth the other day that if I live long enough to see this project finished, I’d hire a band, close the road and hold a dance on it,” Scheel said then.
Hornseth said he didn’t

Perry to call back lawmakers
otherwise you run the risk of not being able to open schools in August.” Republican Gov. Rick Perry praised the ruling and said he plans to call lawmakers back to Austin to take up the issue in a special legislative session “at an appropriate time before that deadline.”
The Legislature has failed to remedy the system during the last two regular sessions and three 30-day special sessions called by Perry.
“I’m also pleased to see that the court agreed with a position that I have long advocated: Simply pouring more money into the same system will not alleviate the property tax problem,” Perry said. “Our entire tax system needs substantial reform to make it fair, more modem and that will ensure schools have a reliable stream of revenue.”

Although the building has been referred to as "Kongresshalle” on all of RVK Architect’s drawings, several people have expressed interest in seeing it named in Rehler’s honor. Local builder John Lovett received a resounding ovation during Rehler's memorial service when he made the suggestion.
“It’s up to city council, but I think it would be a neat way to honor him,” Meek said.
Mayor Bruce Boyer said he was not opposed to naming the
