The New Braunfels City Council on Monday will consider four scenarios for implementation of a recent salary study.
In each case, salaries of more than IOO employees would be raised to the market average salary for similar positions in 10 other entities.
Following are seme city staff salaries and what they could change to based on different calculations of information from the salary survey.
Not all salaries fail under the market average and therefore are not proposed to change.
Also, not all salaries fall under the market average in each scenario and would not be changed in all four cases. Those instances are marked “no change.”
In this chart, the market average salary was the average for the positions at the other cities.
The adjusted market average A does not include San Antonio in the calculation.
The adjusted market average B does not include the highest and lowest cities in the calculation.
The adjusted market average C does not include San Antonio and the highest and lowest cities.

Salary survey shows need for increases

New Braunfels City Council on Monday will consider implementing salary changes for more than IOO employees after a recent salary study.
Council also will consider a 4 percent across-the-board increase for all employees.
Council meets at 6:30 p.m.
Monday at the New Braunfels Municipal Building, 424 S.
The 4 percent across-the-board, cost-of-living raise would increase the city budget $306,000 this year and have an annual cost of $513,00, according to city documents. The city has for several
years considered annual salary adjustments for employees at midyear, according to information from the city.
The pay increase is suggested even for those employees targeted for raises under the survey. The cities the survey is based on have implemented additional raises since the study was complete, City Manager Mike Shands and Chief Financial Officer Chet Lewis said.
“If you just adjust them to the market, the market has already changed,” Shands said.
Council could consider four scenarios for adopting pay increases based on information from the survey.
The survey showed Shands what he said the city already knew based on an earlier Texas Municipal League survey of cities — New Braunfels’ employee salaries are below the market averages for other similar-sized Texas cities.
“If we are not going to be competitive, it makes it very hard to fill vacancies,” Shands said.
It also is not fair to the city’s employees or to the community, he said. The city needs people who can perform the functions of the positions for which they are hired, Shands said.
The city contracted with Ray Associates Inc. in Austin to conduct the survey. Ray Associates
also completed a comparison of New Braunfels’ staffing levels with those in cities of similar character and size.
The salary study was conducted in the spring based on salary information from IO entities: Comal County, Georgetown, Kerrville, New Braunfels Utilities, Round Rock, San Antonio, San Marcos, Seguin, Schertz and Temple.
Jim Ray, partner in Ray Associates, said the cities were either of similar size to New Braunfels around the state or smaller and larger cities in the immediate area.

“Those three (departments) function more as a group than others,” Shands said.
He also said they frequently interact internally and externally.
Shands said he decided to place the planning and parks and recreation director and city engineer under Ferguson.
The move was not a specific recommendation in the report.
The salary study report reads, “New Braunfels operates with the broadest span of control of any of the cities surveyed, with the possible exception of Huntsville, the smallest city in the survey.

department heads suggested that, while a flat organization chart is admirable, the current structure involves too many small departments reporting directly to the city manager, to which is added the manager’s current direct responsibility for the solid waste department.”
The major departments in a city, such as police and fire, typically stay under the city manager, Shands said.
The head of the community development block grant program and airport manager already work under Ferguson, Shands said.

Thompson said the article first appeared in the Bayonne Times in ; 1944 and was reprinted in the New York Times in 1978.
‘ The article pictured Thompson ‘ and his brothers in their younger years and explained how Mae Thompson had five sons serving in the war.
Details about where each one was stationed and the families they had left behind in to fight in the war were included in the article.
“Every one of us belonged to the American Legion,” Thompson said.
The American Legion and Veterans of Foreign War posts were the places to meet others who had served in the armed forces, Thompson said.
“We always had dances and outings,” Thompson said. “They always had something to do.”
Comal Post 179’s ceremony Saturday honored those who have fought and those who gave their lives in service to America.
But the ceremony Saturday also focused on the importance of preserving peace.
War is not glamorous, Comal Post 179 Commander Joe Medina said.
“It brings out the worst of nations on who can do the most destruction on property and human lives,” Medina said.
“If we focus more on peace, getting things done by mediation instead of warfare, it will be a better world. Then, we won’t lose our neighbors or our friends to another war.”
The post honored several other members Saturday for 50 years of membership in the American Legion: Woodrow Jonas, Nelson Kohlenberg, and Juan Zamora.

The talented troubadors were a huge hit with the crowd. As musicians flaunted their skills by yodeling and performing complicated xylophone pieces at increasingly blurring speeds, crowds outside the tents were magnetically pulled toward the music.
Alpenfest enthralled its audience using the standard instruments and a challenging performance with differently pitched cowbells.
“It’s a fun festival to perform at,” said Mike Barker, the leader of Alpenfest. “I’ve been involved with it for 24 years, and it is a part of my life.”
Members of Alpenfest’s audience demonstrated they felt the same way when Barker shouted, “Life is good.” Without prompting, the audience shouted the reply — “Beer is better.”
Visitors drank beer — some in pitchers — while chomping on roasted com on the cob, sausages or German sweets in the bier-garten or on the banks of the Comal River.
The waterfall was a scenic backdrop to the sight of children playing football and couples holding hands.
Some people attended the festi
val to subject their children and themselves to a variety of dizzying, spinning contraptions.
* “The kids like the rides,” said Bob Devin of Waxahachie.
“We’re out here to let the kids have fun.”
The children also enjoyed getting photographed with Gator Jones, a clown on stilts, as well as having a caricature of themselves drawn or getting their face painted.
Many adult visitors let the “kid in them” come out at Wurstfest.
The most popular hat designs in the crowd included giant beer
mugs, horns, chickens and rabbit ears. Dressing up evidently provided another reason to celebrate.
“You can act out of control, and it’s OK,” said Anniece Andreis, a bartender from Houston. “People have an open mind here.”
Andreis, who said she is now a grandmother, wore a chicken on her head and sported a pair of glasses with eyes painted on.
She said she has dressed goofy for Wurstfest every year since 1976.
“Growing old is inevitable,” she said. “Growing up is optional.”
“I don’t ever want to grow up.”
