Juvenile justice The Comal Area Provisional League of Women Voters will begin a yearlong study of the issues of juvenile violence and juvenile justice in Comal County with a panel discussion on Nov. 4. Issues to be discussed include the judicial process, special issues involved in dealing with juveniles, the magnitude of the juvenile crime problem and types of crimes most often committed by juvenile offenders.
