NEU variance requestion tabled by EUWD directors
By DAVID DEKUNDER
SAN ANTONIO — A New Braunfels Utilities variance request under the Edwards Underground Water District’s Drought Management Plan was tabled by directors Thursday.
Instead, the EUWD will not consider requests for variances until its regular June meeting.
“It still leaves us under the variance review. We are not in violation of it until it is resolved,” NBU General Manager Paula DiFonzo said.
NBU is asking for the variance based on baseline pumpage figures in
1990, the last year NBU folly depended on die Edwards Aquifer, before activating its surface water plant in
1991. Based on the 1990 figures, DiFonzo argued that NBU has cut its water consumption from the aquifer by about 90 percent.
“In April 1990, we pumped 191 million gallons,” DiFonzo said “In April of this year, we pumped 15
million gallons from ground water. Our consumption has been eight percent groundwater and 92 percent surface water. Our customers paid the price for surface water. We shouldn’t be cut off because we have made the investment. We are not in violation of it (DMP) but in compliance.”
DiFonzo said if die DMP is implemented as is, the plan would be based on 1995 baseline volume pumpage. And if the baseline pumping is reduced by 30 percent from die 1995 amount, NBU could see its pumpage limited to 490,000 gallons per month.
DiFonzo said the city and NBU are doing all they can to encourage conservation during the drought.
Recommendations for the DMP approved by die board included eight points that would promote water conservation.
DiFonzo was encouraged by one recommendation in the plan.
“The encouraging thing was the addition of the conjunctive use of groundwater and surface water,” DiFonzo said.

AUSTIN (AP) — Curtis Thompson crossed the finish line at die Special Olympics Summer Games wheelchair race fueled by his own grit and the applause of a crowd that included Gov. George W. Bush.
“Curtis is a champ,” said Bush, congratulating the disabled 25-year-old resident of Denton State School on his hard-won accomplishment Thursday at the University of Texas’ Memorial Stadium.
Thompson crossed the finish line by maneuvering his hands and wrists to push large knobs attached to the outside
of his chair's wheels, a painstaking process.
Among those cheering him on were Deborah Davis, Special Olympics trainer with the Denton school for the mentally retarded, and her brother, Jerry Davis, a staff member at the school. Ms. Davis said the event gives Thompson a rare chance

Class hopes to shatter writer’s block

"The Pen Is Mightier Than The Sword." You could have said that first. Even if you didn't, you can prove it by joining with us for some din.
Writing creatively is not some mysterious skill reserved for an elite group of people.
Most people never write mainly because of learned inhibitions that block the process of creative flow. Writing, like so many endeavors in life, is about ten percent inspiration and ninety percent perspiration. It requires die discipline of a regular writing routine.
Unfortunately, like exercise, many are turned off by the idea of discipline. But this need not be so if you can have fun doing it. Witness the happy runners at the recent Lakefest at Canyon Lake.
The writing approach to be used in a new class, scheduled for 2 to 4 p.m. on Saturday, May 25, and June I at Dit-tlinger Library, is of a support group nature and will explore ways to identify and remove those inhibitions that
to leave the school and interact with his peers.
