New Braunfels Herald Zeitung (Newspaper) - May 24, 1983, New Braunfels, Texas Utilities commission rejects Texland permit request Bv SANDRA JACKSON Staff writer Texland Electric Company's request for a permit to build a 1,500 megawatt power plant in Milam County has been denied by the Public Utilities Commission PUC A joint effort of the Pedernales Electric Cooperative (PEC) and the Bluebonnet Electric Cooperative BECi, Texland was formed in 1980 in an effort to provide an alternate source of energy, other than the Low er Colorado River Authority i LCRA). PEC furnishes all electricity to the Canyon Lake area of Comal County New Braunfels Utilities is a wholesale customer of LURA Texland’s request for a certificate of convenience and necessity was "flat turned down,” said Bill Cunningham, spokesman for the PEC "Peggy Rosson thought Texas didn’t need arn new power plants.” Cunningham said Rosson is a new member of the PUC At the hearing, members of the Association of Wholesale Customers came out strongly in favor of the Texland project After the Wholesale Customers made their presentation. everyone in the room thought we’d get the permit.” Cunningham remarked He said the only group against the Texland organization was the LCRA, which managed to block the issuance of a permit Texland had entered into a 35-year sales-purchase contract with Shell Oil Company for six million tons of lignite They had also contracted with Houston Lighting & Power Company to provide them with the excess power generated by the proposed l’exland plant. It had been predicted that by producing their own power, rather than buying it from LCRA, customers of the PEC and REC would realize a savings of $3 billion from the years 1987 until 2000. Cunningham said members of the PEC board were "very disappointed at tile out come of the hearing, and will get together later in the week to start evaluating what they can do to keep the project going. "We have the option to re-file," Cunningham explained, "or we can appeal through the court system " Another possibility would be to present the PUC with reorganized plans for th«> project "Nothing’s firm yet," Cunningham said.
