Tokyo shoppers clean store shelves
TOKYO (AP) — Nearly two weeks of rolling blackouts, distribution problems and contamination fears prompted by a leaking, tsunami-damaged nuclear plant have left shelves stripped bare of some basic necessities in stores across Tokyo. Some people are even turning to the city’s ubiquitous vending machines to Find increasingly scarce bottles of water.
At the source of the anxiety — the overheated, radiation-leaking nuclear plant — there was yet another setback Thursday as two workers were injured when they stepped into radiation-contaminated water.
The two were treated at a hospital.
Supplies of bottled water grew scarce in Tokyo, one day after city officials warned
that the level of radioactive iodine in the tap water was more than twice what is considered safe for babies to drink.
Tests conducted Thursday showed the levels in the city’s water fell to acceptable limits for infants, but they were up in neighboring regions.
Frightened Tokyo residents hoping to stock up on bottled water and other goods flocked to shops across the city, some of which tried to prevent hoarding by imposing buying limits.
The first thought was that I need to buy bottles of water,” said Heiko Matsumo-to, a real estate agent and mother of a 5-year-old, who rushed to a nearby store to stock up on supplies. “I also don’t know whether I can let her take a bath.”

Benson joined several distinguished past honorees that include Barbara Jordan, Laura Bush, Anne Armstrong, Governor Rick Perry, San Antonio Spurs chairman Peter Holt, businessman and philanthropist Red McCombs, former AT&T and General Motors chief Ed Whitacre, and NBA Hall of Famer David Robinson.
Going down the list of past winners of the award since 1974, Benson noted they included two former presidents, several past governors and lieutenant governors and several other politicians.

Benson had been nominated for the honor by the late
state Rep. Edmund Kuempel of Seguin, a former conference chair. The conference has dedicated this year’s event to Kuempel, who died in November.
Benson was introduced by former White House staffer Karl Rove, the award’s 2003 recipient. Rove served as a senior adviser to former Governor and President George W. Bush. Rove’s hilarious intro accompanied a slide show that featured cutout mugs of Benson pasted on various superheroes and other entertainers.
Then Rove summed up what Benson means to this state.
“As Texans, we have our own way of talking and our own attitude, our own style, literature and music,” Rove said. “We wouldn’t be Texans without our own music, which is best epitomized in a style called western swing — Ray Benson’s western swing. ... He’s made that Texas sound

U.S. likely to keep combat role after shift
WASHINGTON (AP) — The United States welcomed a partial handover for the Libyan air campaign to NATO on Thursday, but the allies apparently balked at assuming full control and the U.S. military was left in charge of the brunt of combat.
NATO agreed to take over command of the newly established no-fly zone over Libya, protective flights meant to deter Libyan strongman Moammar Gad-hafi from putting warplanes in the air. That leaves the U.S. with responsibility for attacks on Gadhafi’s ground forces and other targets, which are the toughest and most controversial portion of the operation.
The U.S had hoped the alliance would reach a consensus Thursday for NATO to take iull control of the military operation authorized by the United Nations, including the protection of Libyan civilians and supporting humanitarian aid efforts on the ground. It was not immediately clear when the allies could reach agreement on the matter.
“We are taking the next step: We have agreed along with our NATO allies to transition command and control for the no-fly zone over Libya to NATO,” Secretary of State Hillary Rodham Clinton said.
‘All 28 allies have also now authorized military authorities to develop an operations plan for NATO to take on the broader civilian protection mission,” Clinton said.
Lines of authority were unclear Thursday night, but it appeared the NATO decision sets up dual command centers and opens the door to confusion and finger-pointing. U.S. commanders would presumably be chiefly responsible for ensuring that the NATO protective flights do not conflict with planned combat operations undei U.S. command.
The Pentagon indicated U.S. warplanes will keep flying strike missions over Libyc even if the U.S. relinquishes the lead command role.
