Members of the Southwest Texas State University counseling and financial aid departments will conduct the workshop, and will explain how financial aid for college can be obtained and answer questions. Article 8, Sec. 1-d-l addresses what is often known as open-space land appraisal, and Article 8, Sec 1-d addresses agricultural use of “ag-use” appraisal. Landowners must file completed, signed applications for special appraisal at the appraisal district office by April 30. Those who must file this year include owners of land under 1-d appraisal and landowners whose property did not previously receive 1-d-l appraisal. Late-filed 1-d-l appraisal applications will be considered until the day before the 1993 appraisal records are approved, but will draw a penalty. The requirements for application and for qualification of both the land and the owner are different for the two types of appraisal,” Rodgers said. Most property owners apply for 1-d-l appraisal. To quality, the land must be used for agriculture, timber growth or as an ecological .laboratory. This form of appraisal does not restrict ownership to individuals and does not require agriculture to be the owner's primary business. However, this form of special appraisal requires that the land is used for a qualifying agricultural or timber purpose to the degree of intensity generally accepted in the area. The chief appraiser, who is responsible for approving the Gruene gears up for Market Days weekend The Gruene National Historic District will begin the 1993 season with the Old Gruene Market Days will be held from IO a.m. to 6 p.m. Feb. 20 and 21. Admission to the event is free. Gruene, founded in the 1870's, was a cotton community where all the farmers would come to town on Saturday and sell their wares, jellies, visit with neighbors and dance at Gruene Hall. The Gruene Merchants are reenacting this tradition by inviting Hill Country vendors to sell their hand-crafted items on the grounds of the Guadalupe Valley Winery. Gruene Hall is the oldest continuously operating Dance Hall in Texas. On Saturday, the Rhythm Rats will provide music from I p.m. to 5 p.m., and admission is free. Saturday night from 9 p.m. to I a.m., Asleep at the Wheel will be playing. A cover charge will apply to this dance. A 1-d appraisal requires annual application; ownership by an individual, not a corporation, partnership, agency or organization; agricultural use of the land for at least three years prior to the year of application; and that the owner's primary occupation and source of income is the land’s agricultural business. “In addition, landowners should know,” Rodgers said, “that the law provides specific penalties for taking qualified land out of agricultural or timber production.” A “rollback” tax will be assessed against the landowner who has the 1-d appraisal if the land is sold or its use changed. The rollback extends bade for the three tax yean before the year in which the change or sale occurs. Under 1-d-l, a rollback is triggered only by (hanging the land's use to one that would not qualify for productivity appraisal. The additional taxes are levied for the five tax years preceding the year of the change. The rollback tax is measured by the difference between taxes paid under productivity appraisal and the taxes that would have been paid if the land had been put on the tax roll at market value, Rodgers said. The law also requires that the rollback tax include interest charges. Rodgers said drat landowners also should know that they must apply for productivity valuation with each appraisal district in which they have land. Failure to do so could result in taxing units assessing taxes on the land’s full market value. Additional information and application forms are available from the local appraisal district office. There’s so many organizations and almost all of them provide scholarships for local students.” According to the Texas Higher Education Coordinating Board, there are also tuition exemptions or grants which have no repayment requirements, service awards given by colleges for services rendered such as athletics or music, part-time jobs through cooperative work-stucfy programs and loans from state and federal governments, educational foundations, industrial organizations and private lending agencies such as banks, credit unions and savings and loan foundations.
