Powell denies tensions with President Clinton
WASHINGTON (AP) — Gen. Colin Powell says “I am not crosswise” with President Clinton over military policies and would be happy to fill out his term as chairman of the Joint Chiefs of Staff if the president desires it.
Powell denied that he or. other military chiefs were “in a blue funk” over the new president’s Pentagon budget cutbacks or his plan to lift the military’s ban of homosexuals.
“I am not unhappy, I am not disappointed, I am not crosswise with the administration,” said Powell, the president’s top military adviser.
Powell, 55, said he had wanted to quit “a month or so” before his term as Joint Chiefs chairman ends on Sept. 30 “in order to get my family resettled.”
Tax refunds larger this year despite tax breaks
WASHINGTON (AP) — Federal tax refunds are larger than ever this year even though withholding was reduced for most workers last year.
In its first report on the 1993 filing season, the Internal Revenue Service says refunds authorized through Feb. 5 averaged $1,140, compared with $1,124 during the same period a year ago.
Roberts suggested the slight increase in the average refund may be due to the increasing number of taxpayers who file electronic returns. Electronic filing results in a considerably faster refund — and those people anticipating a big rebind often turn to electronic filing to get it as quickly as possible.
Gun law could make parents responsible
AUSTIN (AP) —Astate representative has bled legislation that would require gun owners to safeguard their weapons from children.
The bill by Rep. Jesse W. Jones, D-Dallas, would require parents to secure their firearms to prevent access by children under the age of 17 years old.
Jones said he filed the legislation in response to a recent outbreak of cases in which children have been accidentally shot by other children after finding guns.
“Children do not understand that a gun can kill,” he said. “Many kids watch hours of television shows where a person is shot by a gun on one channel, and is up walking and living a normal life on another channel."
The legislation would allow for up to $1,500 in fines and up to 180 days jail time for those failing to meet the requirements.
Jones said the bill protects the rights of sportsmen and others who assume responsibility for properly securing and handling guns.

LOS ANGELES — Bill Bixby likens his prostate cancer to the Incredible Hulk, the TV character he once played.
Just as that beast was “this creature -in me that I did everything to suppress and keep from coming out, to defeat it,” Bixby said, “now in my real life I have this creature inside of me that Tm obligated to overcome.”
The 59-year-old Bixby is one of the few cancer patients being treated with the powerful drug Suramin, which he said has substantially eliminated pain and allowed him to return to work as director of the TV series “Blossom."
“It’s working in my body. Tm sitting in front of you right now and there’s a miracle happening in me,” he said in an interview with AP Network News.
LOS ANGELES — George Wendt and John Ratzenberger — better known as Norm ana ClifT on “Cheers” — have gotten themselves into a bar fight.
The actors are suing over what they claim are robot copies of them engaging in electronic
chitchat while perched on bar stools in airport lounges around the country.
The federal lawsuit filed last month asks that Host International remove the mechanical barflies, named Bob and Hank, from its lounges.
* Host is licensed to use the “Cheers” concept. But Patrick Frevdl, the actors’ lawyer, said Wednesday the robots infringe on his clients “right to control their own image ana likeness.”
Robert T. Souers, a spokesman for Bethesda, Md.-based Marriott Corp., which owns Host International, denied any wrongdoing.

More than 1,000 people had to be turned away from a talk by the poet at the University of South Florida. Many of those left out in the rain Tuesday evening banged on windows and doors, pleading to be let in.

Hijacker forcing Lufthansa plane to New York
FRANKFURT, Germany —A gunman hijacked a Lufthansa airliner today that was en route to East Africa and demanded to be flown to New York. The plane stopped in northern Germany for refueling and departed a snort while later for an unknown destination, authorities said.
The plane, an Aiffeus 310 carrying 94 passengers and IO crew. had left Frankfurt for Cairo ana Addis Ababa when it was hijacked over Austria. The plane changed course and landed in Hanover at 12:12 p.m. (6:12 a.m. EST).
Marek, spokesman for the Lower Saxony Interior Ministry, said the hijacker’s only demand “so far” was to refuel the plane and “be flown on to New York."
“According to information from the chancellor’s office in Bonn. a man with a pistol subdued the
pilots,” the ARD television network said.
A spokesman for the Austrian Bureau for Civil Aviation said thfc Lufthansa airliner was hijacked soon after entering Austrian airspace.
The pilot reported he had a passenger with a weapon oh board and asked us to turn back. We gave him the permission," the spokesman said.
The spokesman said the incident occurred shortly after the plane entered Austrian airspace near Lofer. The plane turned around and nine minutes later left Austrian airspace.
The Lufthansa Flight 592 was bound for Addis Ababa, Ethiopia, with a stopover in Cairo, Egypt.
Marek, speaking live on the n-tv news channel, said he was not aware of any negotiations between the hijacker and the authorities.

Associated Press Writer AUSTIN (AP) — The head of the House Public Education Committee says a school funding proposal must win House approval this week to have a chance to go on a state ballot before a June I court deadline for reform.
Rep. Libby Linebarger, D-Man-chaca said that if the proposal isn’t passed this week, lawmakers will have to look toward a solution that doesn’t require amending the constitution.
The Supreme Court has given lawmakers until June I to pass a constitutional plan to equalize funding available to property-rich and poor school districts or face a cutoff of state public education money. Schools rely on state aid and local property taxes, and leaders have raised the specter of school closings unless a measure is passed.
