Texas Friday, December 25,1987 Joint efforts boost competitiveness AUSTIN (AP) — The growing number of U.S. companies that pool resources for cooperative research and development work could make the United States more competitive internationally, a University of Texas researcher says. Since federal legislation was ap proved in 1984 to allow cooperative research, more than 50 consortia have filed with the U S Justice On the Road Subdivision regulations in place since 1960s By C B. MAC' MCCOY County Engineer The records indicate that Comal County has had subdivision regula tions since the 1980s The purpose, of course, is to afford the county a means to regulate development to protect the citizens from possible un safe roads, water contamination un sanitary conditions, unnecessary flooding, blight and other undesirable conditions The state authority comes from Vernon’s Statutes. Articles 6626, 6702 and 8280 as well as from the Texas Water Code, Sections 5 and 26 The regulations basically provide for platting and recording the sub division of land, provide public ac cess roads to sufficient standards safe water supply and sewage treat ment. protection of personal rights and promote the general welfare Plats of subdivided land, after be ing surveyed and drawn by a Texas licensed public surveyor are pro cessed at the County Road Depart ment When all requirements have been satisfied the plat is presented for Commissioners Court approval The next step is the construction of the roads to county standards and specifications, and in some cases the construction of water systems and sewage systems to requirements of the Texas Department of Health A performance bond or letter of credit is filed with the county for the dura non of construction When all phases of construction have passed inspection, the roads in the subdivision may be accepted in the county road system Changes to existing plats are handled with a similar procedure for vacate and replat Also variances to the regulations mac tie allowed bv Commissioners Court in extreme cases More details of the county s >ub division regulation are available at the Road Department including copies of the regulations which >ell for $5 each Santa Department, says Michael J Petit in a book just released by UT’s IC 2 Institute In his book. Petit said In addition, companies paying for their own research often will seek short term financial results, avoiding long term research projects, he said “This bottom-line’ mentality, though rationally justified limits a firm s accumulation of basic knowledge and seriously threatens its ability to compete long term.” Petit said By pooling their efforts, however, several companies can reduce their research costs, share qualified research workers and avoid duplicating efforts A company also may invest its funds in several consortia, thereby increasing the likelihood that it will beneift from a discovery or breakthrough.
