time when many families gather for joyous impoverished abused children and youth seldom are the focus of It is the goal of the annual Southern Legislative Conference on Children and Youth that this seasonal feeling of love include these special citizens and that concern be maintained throughout the year This more than 350 legislators represen ting 18 states joined family law judges from across the nation in San Antonio for the con Inspired by the to meet the challenges of tomorrow we must plan for our children and youth conferees approved 10 As a member of the Texas Advisory Commit I attended the serving on two panels on Adolescent Substance Abuse and as moderator of a panel on teen Other panel topics included early childhood interven state child support juvenile child indigent health welfare reform and Mitigating the effects of child abuse was the subject of two of the SLC During panel conferees examined shortterm intensive family based services as an alternative to outofhome placement of abused We discussed the increasing difficulty of recruiting an adequate number of safe foster homes and of finding adequate financial leading to a conclusion that family centered crisis intervention programs are becoming a more viable method of dealing with child abuse we passed Resolution 2 which urges states to give greater priority to the provi sion of family based services and urging that these services be provided through a partnership of the private and public sectors In we passed SLC Resolution 3 which named family preservalion services as the ser vice of while recognizing the need for foster and institulional care in some cases In this we sought lo ensure thai family preservalion services are largeted at families with children facing imminent risk of removal Some panelists noted that many children are removed unnecessarily from their homes because of lack of funding for family preserva lion services To meel Ihese SLC Resolution 3 urges each state lo convene meetings of departments and agencies which serve children and to develop a family preservation services Such a plan should include methods of securing adequate financing for these services Throughout the panelists focused repeatedly on the lack of adequate planning for the needs of our children and on the lack of ade quate funds for necessary These con cerns were dealt with in our separate resolu Resolution 4 states the SLCs support for passage of the Young Americans Act of This would establish the Administration on Youth and Families at the federal level and a Federal Council on Youth and Families to advise the President and The act also authorizes grants to states for supportive services to demonstrate methods of filling service gaps identified in the planning and advocacy Resolution 6 calls for the Democratic and Republican parties to issue comprehensive plat forms on matters concerning children and urges candidates to develop and discuss positions on issues affecting children and Resolution 7 urges states which do not have a children and youth commission to seriously con sider creating either in the executive or legislative The SLC will create a Youth and Economic Development study in accordance with SLC Resolution to examine the possibili ty oi preparing a regional plan to help state and local areas develop services lo aid young people in becoming contributing members of the economy and society This would tie in quite naturally with current dropout reduction programs being developed in Texas and other stales A regional wilh Us inherent use of combined knowledge and could facilitate implementation of such programs Conferees al each of Ihe seven SUs on Children and Youth since 1981 have received valuable information from and established thriv ing ties with counterpart officials in other states Building on this Resolution 9 en courages conferees to establish visiting relation ships between stales and with other countries and to invite those counterparts to participate in Ihe 1988 SLC on Children and Youth The final two 5 and focus on in creasing participation in the conference SLC 5 recommends that each host state provide for local
