The new tax laws have made it necessary to be more selective in in vestment planning Since the tax ad vantage of long-term gains has been eliminated, it has become more im portant to protect these gains and allow them to compound under some type of tax shelter New and improved insurance annuity contracts offer a safe and reasonable w ay to do this The old annuities, as many remember them, were insurance retirement vehicles requiring either a lump-sum or periodic deposit When the annuitant decided to begin withdrawals, a regular income was guaranteed for a specific period or for life When that period ended, ans money remaining in the account went to the insurance company Although this elimintaed the worry of

Behrens A Barlow Fine Custom Jewelry is a 15-year-old dream come true for old friends Deborah Behrens Kessler and Marilyn Barlow Sahm Years ago. the two were taking the same jewelry course and talking about have their own shop But families and other obligations kept them from realizing that dream until they both moved back to New Braunfels tthey're Seguin natives Kessler has always been a jeweler studying for several years and working as a jeweler while Sahm was in the retail business of fashion mer chandising Sahm then ended up in banking and now is back working with jewelry On Dec 13 the two held a grand opening for their shop and have been busy since then
We have fine custom gold and silver we do all our own castings and repair work said Sahm explaining that Behrens 4 Barlow offers both ready-made and custom jewelry which is produced from wax mold to finished product at the store Customers may either use one of the women s designs or may present an idea for them to use. 'We’ve got lots of catalogs of designs you can pick and choose from ” Sahm said adding that favorite features from several designs can be integrated in to one piece And custom jewelry doesn’t mean only rings Behrens & Barlow offer
outliving an income the rates were generally low and once annuity payments began, they never increas ed So. with inflation the annuitant was assured a lifetime income, but each year the buying power of that income dropped The variable annuity, however, of fers a possible solution A variable annuity combines the benefits of a mutual fund with the advantages of deferring taxes under the shelter of an insurance policy You have the choice of several stock bond or money market mutual funds to use as your investment choice, and returns vary based upon how well the funds perform For example in 1986. a good year for common stin ks Stan dard & Poor's 500 Composite Index was up 18 5 percent According to ISA Today, the average total return on variable annuity stock funds was 12 9 percent
However, some of the variable stink accounts averaged more than 20 percent The key to selecting a variable annuity is to scrutinize the management and investment results of the variable accounts They vary considerably from company to com pane and your results depend on the selectiveness of y our choice With many losing the tax benefit of an IKA in 1987 tin* variable annuity which shelters growth and income from current taxation, offers a possi hie alternative I nlike the IKA an nual contributions to a variable an nutty are not limited to S2 inn) Villi bonally if you select to switch mutual funds within the annuity you don't have to pay taxes on any gains you might realize lit that time lax es are due only when you withdraw from your annuity Bul one negative tax feature to understand is that the government imposes a lo percent

Governor hails effort to unify economic development
AUSTIN i.APi Gov Bill Clements says consolidation of regional chambers of commerce will bring a unified economic develop ment effort similar to that gained when several state agencies were merged into a Department of Com merce
“The opening of the Texas Chamber of Commerce is a step toward a more unified approach to marketing our state as an attractive — and competitive place to do business,'’ Clements said Wednesday
The new chamber which opens Jan I will be headquartered in Austin The membership and pro grams of the Fast South and West Texas chambers are being con solvated into the new organization
Saying the dozens of local and regional chambers in the past were like “a covey of quail,” Clements said the consolidation is similar to that which occurred earlier this year among the multiple state govern ment economic development agen cies when they were merged into the single Department of Commerce
A special task force on business development and job creation that he appointed after being elected last year found ”a fragmented state

“The establishment of a Texas Chamber of Commerce brings that same sense of unity and spirit of cooperation to the more than mw local chambers of commerce that w ill make up this new organization

Most variable annuities are offered with no initial sales charge, allowing all of your original investment to go to work immediately However to protect the insurance company from loss should you decide to remove your deposit before they could recoup their expenses there is generally a declining contingent deferred sales charge
This charge is based on the number of completed contract years between tin- year of deposit and tin* year of surrender or withdrawal and it \aries with different insurance com panies
The variable annuity contract is generally straightforward amt -im pie to understand However should you receive your contract and decide it im-s not meet your ne«*ds or con tains some features not acceptable to you most insurance companies offer up ti* Jo days or more to return and cancel your annuity at no rust to you This option is clearly stabs! in you! contract
