management service,” Pinto said. “Our review of the sanitation service is simply a management study, and even if we don’t privatize it, there will be some changes in management.”
Since 2001, approximately 50 worker’s compensation claims have been filed among the department’s 40 employees.
“Crew members still ride on the back of trucks and lift garbage cans — an outdated method,” Pinto said earlier this year.
Pinto said that since he has been city manager, council has reviewed the management of other city departments.
"We looked at the police department, the fire department, the planning and zoning department, and the parks department,” he said. “We’ve done some management shifting, and now we're look
ing at the sanitation department. We need to change some things we’re doing in that department.”
Council also will review an application by Moll Industries foF designation as a “enterprise project”.
Although the company relocated its Austin facility to the city’s enterprise zone in July, officials said recent legislation requires council pass an ordinance to qualify a new business as an enterprise project.
The city’s enterprise zone is located near 306 and the Industrial Park.
“The city founded an enterprise zone almost ten years ago,” said Rusty Brockman, director of economic development for the Greater New Braunfels Chamber of Commerce Inc. “The purpose is to promote jobs for people in a depressed area or neighborhood.”
Brockman said Moll Industries, a plastic-mold injection company, employs approximately 230 people of whom 490 are from New Braunfels.
“A company that operates in
the city’s enterprise zone has to employ at least 25 percent of its total workforce from the local area,” he said. “If a enterprise project chooses to locate its business outside the enterprise zone, then it has to employ at least 35 percent of its total workforce from the designated local area.”
Brockman said Tuesday’s agenda item regarding Moll Industries is required by state legislation.
“The 78th Legislature passed legislation that changed the whole process,” he said. “So it’s simply a matter of approving the application Tuesday.”

The community response was great this year, Willingham said. .
Doug Toney, editor and publisher of the Herald-Zeitung, said the community response, especially the vol-unteerism of children and teenagers, was encouraging and comforting.
“I want to thank all the people who donated money,” Toney said, “and all the Herald-Zeitung employees and families who donated their Friday night and Saturday morning to organize all the food.”
