New Braunfels Herald Zeitung (Newspaper) - December 11, 2005, New Braunfels, Texas JUDGE CONTINUED FROM Page 1A Preparing for future floods a priority county or another agency purchases the development rights to a property, preserving it at a lowered tax rate for its owners and the public. “I’d like to find ways through grants and other programs to set aside some of our land in its undeveloped, native state to preserve it for the future,” Scheel said. “There are large property owners willing to work with us, and we need to find a way to work with them and help them." Scheel’s other goals in office remain much the same as they were after his first term: To prepare the county for the influx of new residents now under way and to prepare for the county’s next flooding event by building flood control structures on the Dry Comal Creek and Guadalupe River watersheds. “We need to prepare for the people who will come,” Scheel said. “We need to find a way we can manage the coming growth and maintain a low tax rate while providing essential services.” As part of the growth planning effort, Scheel and other county officials have been working with the Texas Transportation Commission and the Texas Department of Transportation to upgrade the main traffic arteries through the state. “We’re preparing proposals for pass-through financing,” Scheel said. “No toll roads are included in any proposed projects in Comal County.” During Scheel’s second term, the county began planning for Sunday, December 11, 2005 — Herald-Zettung — Page 9 A Comal Independent School District bond election Comal County Judge Danny didate for a third term while the restoration of its historic courthouse—a project Scheel initially opposed because he couldn’t justify spending taxpayer’s money for what would essentially be a tourist attraction. When it became apparent he would be outvoted by commissioners, Scheel signed on to the project, proposing that it also include the addition of new office space to accommodate future needs and a court center on the third floor of the courthouse annex. "We need to consolidate our courtrooms to provide better security,” Scheel said. In 2000, during his first term, Scheel took a controversial stance on growth and development. Commissioners voted to impose a nine-month moratorium on small-lot subdivision approvals while the county adopted rules to control their impacts. Another accomplishment Scheel worked to help achieve was blocking San Antonio from expanding its extra-territorial jurisdiction further into Comal County. Today, San Antonio is blocked from expanding further northward anywhere between Boerne and Seguin. In the wake of the 1998 flood, Scheel’s administration worked with local, state and federal officials, as well as landowners, to locate and build a series of flood control dams in the county. Scheel hopes the structures will lessen the impact of future floods. There have been many stumbling blocks along the way, and Scheel has said the glacial progress on flood control caused by federal regulations and recent site problems has been his biggest frustration as county judge. The District is asking voters to approve $189 million to be used to build new schools, make repairs to existing facilities and purchase new buses and other needed equipment for the district. Before proposing the bond, CISD put together a committee of citizens who looked at the issue of rapid growth for close to a year. The bonds are a direct result of the committee’s recommendations.
