“The personnel exemption deals with one person, one employee at a time, and it allows that employee to be at that meeting and even have that meeting to be public if they wish it,” Monson said.
During the executive session, the board also will receive information from staff and administrators. Board Vice President Carlos Campos said he is unsure what these reports will include, but said the likely intention is to get comments on how they feel about particular employees and the strain that would be created if a current employee were named as the interim superintendent.
“I think what we want to do from my understanding is to ask employees their feeling about possible individuals for the interim and superintendent positions ... and what they feel they might need to continue operations,” Campos said.
According to Section 551.075 of the Open Meetings Act, the board can “receive information from the employees; or question the employees.” However, it also states the board “may not deliberate public business or agency policy that affects public business” in the closed session.
After the closed meeting, the board will reconvene in open session where they will discuss the selection of an interim superintendent, the possible selection process for a replacement superintendent and the goals for the board.

Gilley said any talks with CLWSC would not affect the agreement with GBRA.

Because of the Thanksgiving holiday, the Comal County Commissioners Court met on Wednesday instead of Thursday, and the following topics were discussed, considered, passed or adopted:
■ Approved claims.
■ Granted the final approval for Rock Hill Subdivision and Engel Road Industrial Park, unit one, accepted Letter of Credit #11211996 as road surety, accepted dedication of right-of-way and granted variance request.
■ Approved an extension of the Irrevocable Letter of Credit No. 116 for Shore Point, Unit I.
■ Accepted in essence a replat of Lot 18, Bear Creek Hills, Unit Four, and a replat of Lot 3, Frisch Auf. The approval is dependent on action by the city and a written scenario from the developer explaining what his plans are.
■ Received brief reports from elected officials.
■ Set a public hearing for IO a.m. Dec. 12 at Commissioners Courtroom to consider and approve street name assignments of Comal County area.
■ Tabled the approval of a Resolution and Addressing Standards Guidelines/Ordinance for Comal County as presented by Bexar Metro 911 until Dec. 5 so issues can be clarified.
■ Approved a resolution urging Texas Association of Counties and Conference of Urban Counties to seek legislation removing the population cap from the Health & Safety code provision regarding

Construction set for Bulverde mall

Bulverde residents will see the first signs of more progress coming to their area next month at the groundbreaking for a 70,000 square feet shopping mall.
Russell W. Maddox, a developer for Dominion Advisory Group in San Antonio, said the date for the groundbreaking, had not been set.
The shopping mall, located on a 21 acre site at FM 1863 and U.S. 281, has yet to obtain a tenant.
“We have no executed leases,” Maddox said. “We have a number of people, six or eight businesses, who have expressed interest.”
Maddox is looking for tenants such as cleaners, dentists, a hair salon, fast food restaurants, hardware stores,
