Schools collect majority of taxes
increase. He insists today that he was right — the county should have gradually increased the rate over a few years, he believes.
Property values have continued to rise for the last two years, but not as quickly as they did in the first three years of the 21st century.
As a result, New Braunfels and Comal County are faced with raising taxes because their annual revenues are not increasing like local governments have grown accustomed to.
In 2003, the city’s tax rate jumped 5.75 cents, followed by another 7.72-cent increase in 2004.
In the next few months, the New Braunfels City Council likely will raise taxes again, adding even more to the tax burden
property owners throughout Comal County are already feeling.
Despite the continued spike in property tax bills, Dawson said county officials are doing their best to hold down taxes while providing services.
“We give special attention to all matters, as any good gov-erninent should,” Dawson said. “The number one priority is to be responsible to the taxpayers by getting the most value for each dollar spent."

School districts have little say
When a homeowner receives a property tax bill, the vast amount of money owed is due to taxes for either the Comal or New Braunfels independent school districts.
The districts readily admit the
tax rate has risen in recent years, jumping from a low of $ 1.47 per $100 of assessed valuation to $1.82 today.
The problem is, the districts have little input when the maintenance and operations tax rate cap is set and little control over how the state mandates the
money is spent.
Those decisions are made at the Capitol in Austin when the legislature convenes.
Also, above maintenance and operation costs, districts face the costs of issuing bonds to pay for new facilities to meet the demands of growth.Frank C. Hampel, Jr. M.D.
