story structure. The building has had upper floors added to it for more office and courtroom space,, and the former county jail — now used as office and record-storage space — was added in 1931.
One problem the county now faces is the building’s central heating and air conditioning system. Scheel estimates upgrading the system could cost several hundred thousand dollars.
The county’s total debt is $8,832,000 — $98.05 for every county resident, Scheel said. All of that debt is in short-term bonds and will be paid back within the next several years.
Scheel said he knows of counties similar to Comal that have IO or more times the debt the county now carries.
‘When I talk to other county judges and tell them what our debt is, they just can’t believe it,” Scheel said. ‘It’s unheard of.
Under state law, a county with a population similar to ours could carry $238 million worth of debt.”
Precinct 4 Commissioner Jan Kennady said she believed Scheel would be able to make the case for going into debt to protect county residents.
“I didn’t think about flooding before *98, but I've thought about little else since because of the catastrophes we’ve had. I think people will agree with that ” Kennady said.

In the lawsuit against the state, Perry and Dewhurst, the Democrats claimed GOP leaders violated the federal Voting Rights Act by dropping a traditional rule that requires two-thirds of the Senate to agree to debate a bill.
Democrats argue the two-
thirds rule is vital in protecting representation of political and racial minority groups in the Senate.
The lawsuit was filed in U.S. District court in Laredo, a heavily Hispanic and rural area of South Tfexas.
