Question: What is personal property'* Answer: Personal Property. as it applies to ad valorem tax ation described in Section I 04 of the Texas Property Tax Code is all property that is not real property Generally, it is movable rather than fixed in location There are two kinds of per sonal property, tangible and in tangible Tangible personal property is property which can be seen weighted measured. felt touched. moved or rn any way perceived by the senses To determine what is per sonal property several obscr valions should tie taken into consideration The manner in which the property is attached or secured in a location the purpose (or which the property is used and whether it is to re main permanently afficed A general rule is that an item is personal property if it can tie removed without serious damage to the real estate or the item itself Examples of private business personal property are items such as furniture fix turfs inventory equipment vehicles and ain raft and any other tangible items used tor the production of income Examples of an individual’s personal property are private aircraft, boats and trailers, trailers, motor homes travel trailers and recreational vehicles The state has jurisdiction to tax tangible personal property if the property is Unrated in this state for longer than a temporary period, temporarily located outside this state, or used continually, whether regularly or irregularly rn this state Intangible personal proper tv is that personal property which lacks mass and cannot be seen felt weighed measured or otherwise perceived by the senses Its ex istence may tx* ev idenced by a document, and it can be thought of as paper ev idem e of wealth Examples include cash stinks bonds mor (gages notes or accounts receivable, franchises licenses or permits demand or time deposits certificates of deposit insurance policies and goodw ill \ key (Hunt to remember is that all property is subject to taxation unless specifically ex erupted by federal law or Hie lexas Constitution The Chief Xpprasier is required to list all taxable property as of Jan I each year If he discovers that property has been omitted from the roll. IU iS area anti eliminate the need tor installation of facilities in intermediate plans Because oi tins economic development project oui utilities will (K* abit* to net assistant * ti.tin the stale in an amount up to $300,000 for these utility extensions for which we would not otherw lse qualify The bottom line is. rate payers save money in fulfilling long range needs and enjoy an increased opportunity for economic growth The money to be raised for reducing the cost of the land is $325,000 There is agreement among community anti financial leaders that business and professional people in our community recognize the benefits of this multi million dollar project and will voluntarily contribute these funds. A fund drive is being launched this week One of the most important achievements related to at tracbng the distribution center was the unified effort of the community The city county school districts New Braunfels Utilities. Kntex Southwestern Bell Telephone Company Industrial Foundation Industrial Develop ment Authority and the chamber worked as a well organized team in accomplishing this coup Also cooperating and providing support when needed were the Texas Department of Highways and Pub!it Transportation Texas Economic Development Commis sion. Texas Department of ( (immunity Affairs and tin governor s office Space is not adequate to mention all the individuals in volved nor give an explanation of the roles that they played However.
