The it pleasant news vol. 92, no. 240 it. Pleasant Iowa monday evening october 12, 1970 Price to cents these Days by John Chamberlain Are we being tested again in Cuba senator William Fulbright who specializes in pontificating about countries which he refuses or is unable to visit has Pooh poohed the whole idea that there May be a soviet submarine base a building at Cienfuegos on the Southern coast of Cuba. He thinks the possibility May have been brought up by a Pentagon group that is interested in making everybody a flesh creep just so that Congress will come through with a bigger military appropriation. Well i Haven to been to c Ien fue gos either but i put some Trust in the Sherlock Holmes abilities of my Friend Paul Bethel the former state department officer who rims the citizens committee for a free Cuba. In his latin american report for last May or. Bethel gave some fragmentary reasons for believing that the russians were constructing a cuban naval base. He came up with More substantial evidence in a subsequent latin american report for August. 00 0 since then or. Bethel has put a number of things together. Lets list them 1. In 1968 the russians started constructing an eight Lane Highway from Havana on the North coast of Cuba to Cienfuegos. The Highway has now been practically completed. In the eighteen sixties the u. S. Built railroads from a nowhere to nowhere in the american West but it is hardly Likely that the soviets would waste their time building a superhighway outside their own country for no purpose. The presumption would naturally be that something was stirring at the end of that eight Lane Highway. 2. Not so Long ago the soviets unloaded some big dredges in Havana. These dredges have been shipped to Cienfuegos Over the new Road. 3. The largest Crane in Cuba has been transferred from Neuvitas on the cuban North coast to Cienfuegos. 4. In 1968 a High level russian naval officer took Over an expensive quayside House on Cienfuegos Harbor. He has been seen cruising about the waterfront in a launch that is Well protects by his own secret service units. 5. Ever since 1967 a Section of Cienfuegos Harbor has been off limits to civilians. 6. A new Thermal electric Plant is going up in the Cienfuegos District. Cienfuegos itself does not need a new electric Power source for its own daily uses the existing Plant constructed by any american and foreign Power is sufficient. But extra Energy would be needed for shops at a submarine base. 7. There is evidence from the air that changes Are taking place on the Cienfuegos waterfront. Refugees in Miami have corroborated this in numerous interviews. If senator Barry Coldwater has Access to or. Bethel a intelligence surely it is available to senator Fulbright. There wont be definite proof of course that the soviets Are building a submarine base until an actual soviet sub puts into Cienfuegos. But where does senator Fulbright get off when he says that the defense department not Only had no evidence that a base was under construction but did not even try to convince the foreign relations committee that it was. If the Pentagon spokesmen were so timid and tentative How can they be accused of trying to frighten anybody too i am scared not by what the Pentagon says but by what or. Bethel an accurate and honest Man has to report. It May be remembered that president Kennedy made Light of senator Kenneth Keatings warning cries in the Early autumn of 1962 that the soviets were shipping missiles to Cuba. Keating s sources were similar to Bethel a no better and no worse. It turned out that Keating was right and Juk was wrong. Senator Coldwater for one thinks the time May Call for another Ken Keating. He plans a big floor speech on the subject of soviet policy which is to give each new u. S. President a thorough test. We Are being tested not Only in the Middle East but in our own Caribbean backyard. Will we react Nixon has already spoken of beefing up the sixth Fleet in the Mediterranean but what is he going to do about Cuba the somber fact is that a missile fired from a submarine based Cienfuegos would be just As devastating to Miami or new Orleans As one fired from a launching pad on the solid cuban suspend deadlines on lives of hostages the it.
