Under the jurisdiction of the county Board of supervisors the secondary Road systems will contain the following classifications trunk a intr county and inter county roads which serve principal traffic generating areas and connect such areas to other trunk loads and roads in the arterial or freeway expressway system. This system is not to exceed 15,000 Miles and includes but not limited to major Federal Aid secondary roads. The new Law does not provide for or permit Transfer of any Road Between the different jurisdictions except As previously provided for by Iowa Law. It does require that when a change of jurisdiction is made the Road or Street must be placed in Good repair a sufficient for traffic therein a before the change can be made. If a Road function is changed by new construction reconstruction or relocation or if a new Street or Road has been constructed the county functional classification Board shall reclassify the Road within one year of no action is taken at the county level the Highway commission will classify the Road.
