Them pleasant news Section one 2 sections vol. 92, no. 15 it. Pleasant Iowa monday evening january 19, 1970 Price to cent these Days by John Chamberlain tue advantages of private profit sharing the welfare state is undoubtedly Here to stay for a while no matter what philosophical objections May be urged against it. But there is a Point where the welfare state must begin to consume itself like a Snake attempting to live by eating its own Tail and if the Ever Busy social Security a expansionist school has its Way we could reach this Point even under the relatively conservation Nixon administration. Fortunately the a expansionist so have not yet taken Over in the department of health education and welfare. Robert j. Myers the chief actuary of the social Security administration warns that the direct effect of a eliminating most private sector efforts in the economic Security Fields would have a disastrous Impact on the ability of the Economy to expand and would therefore tend to dry up the very sources of taxation that Are needed to support state welf arism of any sort. Too by limiting government old age assistance and social Security payments to a a floor dimensions the government now encourages the growth of private pension plans and deferred profit sharing. These in 1969, had assets of More than $100 billion most of which was invested in our going productive system. If private pension and deferred profit sharing systems were to be killed by government Assumption of the responsibility for pensions Complete medical care costs a a Kidd care and so on there would be a distinct shortage of investment funds for private Industry. One Hopes therefore that the Nixon administration will hold to the a a floor concept of social Security keeping it at a Point where it will not menace the expansion of the economic base that is needed to support the government in the style to which unfortunately it has become accustomed. The Snake has already swallowed As much of its own Tail As it can without stopping the vital processes that keep it alive. As a matter of record the u. S. Is doing very Well under the present system of private Assumption of Many social Security obligations. The Council of profit sharing industries which represents 1,500 firms including such Pond Erable concerns As Sears Roebuck the r. J. Reynolds tobacco company and the Continental Illinois National Bank reports that five out of every six persons employed in u. S. Business today Are creating their own retirement funds As a supplement to government social Security. Two out of every three workers Are now covered by private pension funds. And one out of ten a which comes to a total of six million employees a is covered by a profit sharing plan. Too the number of firms belonging to the Council of profit sharing industries is actually Only a very Small part of the 77,000 companies which have deferred profit sharing programs. Profit sharing Trust funds now dispose of some $20 billion capital which is invested in companies that add to the private payrolls of America and generate More profits to be shared. The private nor insured pension funds of America account for $81 billion covering More than forty three million employees. These billions have also helped to create new factories and new services w hich in turn have expanded the Economy whose taxes support the Washington bureaucracy. Too bion b. Howard a professor of finance at the graduate school of management Northwestern University and Peter o. Dietz an associate professor of finance at the University of Oregon school of business administration recently completed a study of the financial performance of profit sharing companies. The Council of profit sharing industries which reports on their findings says that the Money making record of profit sharing companies is a clearly Superior to non profit whether there is a cause and effect relationship Here can hardly be determined with any certainty it could be that the Good companies can afford to share their profits simply because they Are naturally efficient Money makers whereas the poor companies might find it difficult to go in for profit sharing simply because they can t make profits under existing Market conditions. But it stands to reason that profit sharing is Good for employee morale and therefore Good for a company a unit productivity to Appeal ruling on item veto Des Moines up a a District court ruling that questioned the governors item veto Power in a Case involving the state Highway commission will be appealed to the Iowa supreme court. The decision was made today by the state executive Council. Highway commission attorney Robert e. Mannheimer of Des Moines told the Council that the supreme court should be Given the Opportunity to Rule on the veto Power of the governor involving item measures in appropriation Bills. Polk county District judge Gibson Holliday last week ruled in favor of attorney general Richard Turner who brought the suit against the Highway commission. The ruling prevents the commission from moving resident engineers offices and also torpedoes gov. Robert d. Rays attempt to veto a Section of an appropriation Bill dealing with the engineers offices. Mannheimer said he would continue to handle the Case and that the expense to the state would not be any greater because of the lawsuit already being in District court. A it would be poor economics not to Appeal the decision to the supreme court a Mannheimer said. Maurice Baringer state treasurer said a there will never be a More Clear Cut Opportunity to Appeal and set the record Secretary of state Melvin syn Horst said the present Case should be appealed to alleviate the possibility of a similar Appeal at a later Date. .
