At least it sets me apart from the liberals who always couple their proposed reforms with a demand that the government use the club of High tax compulsion to put them into effect. As a conservative however i am a bit puzzled by the attitude of some of my More pessimistic Brethren toward president Nixon a state of the Union speech. They assume that or. Nixon in urging that big sums of Money be allocated to such things As cleaning up pollution and training the unemployed in negotiable Job skills is making his goal of a balanced budget unattainable. The fact however is that the president has proposed to add something Here and take away something there. For my taste he does no to go far enough in taking Money away from numerous boondoggles. Too there is no sense in appropriating education Money to perpetuate bad methods of Reading instruction or to Force inter area school bussing on unwilling people in Defiance of the very words of the Law that says desegregation does not compel racial balance where it does not exist geographically. But the Nixon welfare plan while it could be negated by lax administrators dishonest and self serving social workers and pressure politics at the local Levels must if its terms Are enforced decrease the percentage of the non working poor. And the Nixon anti pollution crusade while it envisages the use of Federal funds does not preclude a big turnout by thousands of the private citizens and voluntary organizations to clean up our streets our Rivers our Countryside and the Circum ambient air. Job training has been ineffective largely because the original Sargent Shriver approach to the business Savoured too much of the civilian conservation Camps approach of the Nineteen thirties. On the other hand when the training was turned Over to the Ford motor company or to pan american world airways to pick a couple of big corporations at random it did work. Unless we Are prepared to say that nobody has a responsibility to train welfare cases to take jobs Nixon a critics should have stressed the positive elements of his plan. As for pollution control it must in the nature of things be a cooperative Effort. The Farmer must be convinced that if he puts Dot on his crops in situations that tend to Poison the land or the Rivers and lakes he will suffer a penalty. And the company that pours unhealthy rust or chemical residues into our streams or air must be put on its Mettle a and its Honor a to come up with pollution control devices or be subjected after a period to a smog or water contamination tax. Similarly with the Auto companies the Issue of a bad exhaust system or a defective Carburettor could be a reason for slapping a company with a Fine. My own Home town has announced that it will make the local anti litter Law much stiffer. This attitude multiplied Over the land Isnit going to Cost the Federal gov eminent anything. The Clear duty of conservatives it seems to me is to find voluntary ways of saving or. Nixon Money on his crusades not to throw cold water on the need for the crusades As such.
