Iowa a major meat packing firms Are not involved in the action. Liddy said the 126 plants a must remain closed until they meet the Federal requirements for the Secretary said the plants involved were told on dec. I to Start slowing Down their operations so that they would have no meat left for processing on the dec. 15 deadline. A Liddy said that Plant operators who take immediate Steps to Correct sanitation deficiencies and to Correct other problems pinpointed by state meat inspectors would be re inspected and allowed to remain in operation if they passed. As of saturday none of the 126 plants had been re inspected and approved Liddy said. Liddy and or. Austin Knosby the states chief meat inspector. Said most of the plants involved need nothing More than a Good cleaning. Knosby said that most of the 126 plants ordered to shut Down will be open by Early next week. Knosby said the divisions 90 inspectors Are continuing to help the plants with violations to meet minimum standards required by the 1967 act. Even if the income tax rate were doubled and an additional cent of sales tax added the 1971 Iowa legislature would still need to find $27 million More to finance the study committees recommendations so far. Actions voted on during the past two weeks Are estimated to require $251 million in state payments. The bulk of the revisions Are in the area of education. Iowa Revenue director William Forst said fiscal 1971 income tax Revenue projections Are $164 million. Each cent of sales tax he said brings in about $60 million under current estimates. Under present estimates. Forst said a doubling of the personal income tax in Iowa and another cent of sales tax would bring in a bout $224 million a some $27 million Short of the study committees estimated Revenue needs. Hardin today announced major provisions of the 1971 feed Grain program. For the purpose of the january Farmers planting intentions report the department will tentatively plan for a 20 percent set aside for feed Grain. The decision on the actual percentage will be made prior to the program sign up period March i through april 9. 1971. The preliminary payment associated with a 20 percent diversion requirement would be 32 cents per Bushel for Corn and 29 cents per Bushel for sorghum times the yield established for the farm times one half the Corn and Grain sorghum base. A the set aside program will give producers More options for Corn than previous programs since places no limits on the planting. In 1971, participants in the set aside program will be guaranteed a National average of $1.35 a Bushel on the production from half their Corn base and $1.24 a Bushel $2.21 a hundredweight on half their sorghum base. This compares with total support in 1970 of $1.35 a Bushel for Corn and $1.20 a Bushel $2.14 a hundredweight for sorghum. The method of calculating set aside payments for a farm will be like that of the 1970 program half the feed Grain base times the farm yield times the payment per Bushel. Unlike the 1970 program when participants were paid on the actual acreage of feed Grain planted up to 50 percent of the farm based participants in the set aside program will receive the full payment regardless of what they Plant on their acreage. Preliminary payments to participants will be Marie As soon As practicable after july i. 1971. Regardless of the size the total payment turns out to be the participant will not be required to refund any of the preliminary payment. The 1971 loan rate for com will be $1 08 per Bushel for no. 2 which is equivalent to $1.05 a Bushel for Corn of average Quality the same level As in 1970. The agricultural act of 1970 makes provisions for the shifting of bases from farms which do not Plant feed Grain to those which do. If no feed Grain or authorized substitute crops Are planted for three consecutive years the entire base is removed from the farm. All base lost by farms will be placed in a National Pool for reallocation to other farms. The agricultural act of 1971 limits feed Grain payments to any person to $55,000. This limitation will affect a rather Small number of feed Grain producers. The limitation of payments provision does not apply to Loans nor to sales of eligible feed grains to commodity credit corporation. Feed Grain bases will be set just As they were in 1970. Other program details such As production of alternate crops on diverted acreage will be announced prior to sign up.
