It shows that Secretary of the Interior Walter Hickel once the object of suspicion in a conservation minded u. S. Senate is right on the Ball in his Zeal to make this a cleaner country. Even so there is a certain irony connected with it for if any Region needs new industries it is the Carolina Low country. The negroes who remain there resisting the urge to pile into the squalid slums of our Northern cities definitely need jobs they suffer from hookworm dysentery and various deficiency diseases and they can to make enough out of farming and shrimp catching to keep body and soul together. The irony is that two crusader both of them desirable have clashed in the Carolina impasse. There is the crusade for a clean environment and there is the crusade to decentralise our Industry. Somehow the two crusades must be merged for it is the congested cities a spewing out their wastes a that Are the chief menace to a decent life for two Hundred million americans. Too it so happens that just As South Carolina was experiencing difficulties in its drive to attract new Industry to its open Countryside a presidential task Force on Rural development report a a new life for the country a was reposing on Richard Nixon a White House desk. The report looks at the Drift to City life and is properly horrified by what happens when bodies Are impacted in rundown Urban areas when children become heroin pushers at the age of 12, and when rape and murder Are so common that decent people barricade themselves in their Homes at night. The task Force report addresses itself to the need for reversing what has been one of the a largest migrations in recorded history a a migration that has brought Twenty five million people from the Rural areas into the cities in the past Quarter of a Century. Some three fourths of our population now lives on two per cent of our land which is a ridiculous waste of a country that is still wide open and Beautiful no matter what its detractors May say. It Speaks of using tax incentives to lure business into the open spaces and of building new a people to jobs roads to get workers from their part time farms to supplementary jobs in factories. It suggests a Rural development credit Bank not for providing investment capital directly to Farmers but to develop Rural industries. Somehow the task Force recommendations sound Wistful. Not that they Arentt worthwhile in themselves but they run up against All the things that the government has been doing to Force the Drift into the cities. Franklin d. Roosevelt talked eloquently about restoring the balance Between City and country but his new Deal farm programs worked to displace the Small Farmer and encourage the development of Large scale corporate farming. This sort of thing still goes on. The big Farmer has used his support Money to buy new tractors better seed More abundant fertilizer. However the Small Farmer lacking benefits in volume afford the capital equipment to keep Pace in a continually Over produced Market. He has been crowded off the land. Too nevertheless the balance Between City and country May be redressed by a natural growth in repugnance to City life. A Talent Hunting firm reports that it is increasingly difficult to recruit executives to work in big cities particularly in new York. If this attitude snowballs we May see More and More corporations decentralizing their activities. Yet if we Are to hasten the Day we shall have to find ways of avoiding the South Carolina impasse. The Waco Community school Board of education has been petitioned by the voters to Call an election and submit to the voters of the school District the proposition of issuing Bonds in the sum of $1,255,-000 for the purpose of building and furnishing a new school building for grades 6 through 12, inclusive and procuring a site therefore in the Northeast Quarter of Section 7 first District democrats to Convene Friday the first District democratic statutory convention will be held on april 17, at 8 00 pm. The Loca ton is Mcbride auditorium Corner of Clinton and Jefferson Northeast of old Capitol University of Iowa Campus Iowa City. This is the first time a political party in Iowa has attempted to bring a District convention to the people. The convention will elect a District committeeman to succeed Ray Walton of Davenport. Kingscott and associates inc., of Davenport is to be adequate 450 students in grades 6 through 12. This size is adequate to meet Waco a present enrolment in these grades As Well As the foreseeable future enrolment. The building is to be designed to allow for use of existing curriculum and educational methods. It is to be de singed to allow for flexibility of changing curriculum and methods if desired. The construction is to include 14 classrooms a 3-room science suite music room with practice rooms Home economics Art room cafe orium 1,032 seat gym Kitchen locker and Shower rooms wrestling room health room guidance and counselling and administration offices boiler room and storage rooms. The building is to be located on a 30 acre tract of land which is Large enough for future building if the District so desires. Financial facts and figures concerning the Cost of the proposal to the Community will be forthcoming. The Board of education will be holding Public meetings on the proposed Issue in the near future to inform the voter and answer his questions.
