Mount Pleasant News (Newspaper) - April 7, 1970, Mount Pleasant, Iowa The it pleasant news a vol. 92, no. 82 it. Pleasant Iowa tuesday evening april 7, 1970 Price to cent these Days by John Chamberlain our Milquetoast approach wont save us the politics of Oil and the Middle Eastern policy of Secretary William Roger a state department seem inextricably mixed. But nothing in our Teeter totter Middle Eastern diplomacy seems to be thought through. We try to offend nobody neither the arabs nor the israelis and we end up by offending everybody. Jittery about our big Oil investments in Libya and in the arabian Peninsula we fail to give real solid backing to Israel denying that plucky Little country thirty five phantom jets that May be needed at some Point along the line to counter the steady flow of armaments including the new Sam-3 anti aircraft missiles that the russians keep sending to Egypt a Nasser. But if the arabs Ever get the jump on Israel a and we must remember that the israelis with their tiny living space can to afford to lose even a single Battle a our Eastern Oil investments will collapse overnight. Without a Strong Israel the russians using the arabs As their front stand to take Over the whole Middle East. Their fleets would dominate the Eastern Mediterranean the red sea and even the Indian Ocean. Paradoxically the Occidental Oil interests in Libya for example depend on israelis continued existence. As Long As there is a balance of Power Between Arab and israeli in the Middle East tense though it May be the attractiveness of our technological Oil know How and our capital can do something to protect our stake in Arab Oil. But if Israel Falls and the balance of Power collapses the russians probably with the help of the French would pick our Bones All the Way from Algeria to the persian Gulf. Too in a half hearted Way the Nixon administration recognizes the dangers we run. Realizing that it would be imbecilic to put ourselves at the mercy of the arabs and the russians a for our Oil Supply Nixon has shelved the recommendations of his task Force on Oil import control. The task Force panel headed by Secretary of labor Shultz had recommended a switch to a Tariff system which would have made imported Oil to our East coast Consumers More plentiful and cheaper than the present quota system allows. In a world without dangerous Power politics there would be no legitimate argument against free Trade in Oil. But when the marauders of communism threaten to close the seas it would be dangerous to tie our Oil Consumers to dependence on a foreign product even though they might save a few dollars on it for the Short run. Too so we continue to encourage the Domestic Oil Industry. By enabling the Domestic business to continue operating the More marginal stripper Wells which account for approximately thirty per cent of All Domestic Oil we keep the Industry profitable. Oil exploration capital continues to be raised on a complicated tax shelter basis by companies such As in Exco King resources Buttes Oil and Gas Prudential and Apache which can show funded people How to limit their risk in playing for big Oil profits. Oil cattle and real estate Are three inflation proof items that Oan withstand almost any Market debacle the very existence of Oil on the alaskan North slope even though the decision for a clearance of the trans Alaska pipeline languishes is a heartening Assurance that the arabs and their russian supporters a wont be Able to hit us in the solar plexus so far As fuel is concerned. But we done to use the Prospect of a Western hemisphere Oil sufficiency to any effect when it comes to our diplomatic dealings in the Middle East. Instead of letting the arabs worry lest we declare our total Oil Independence we seem to be doing the worrying. It would be a More effective diplomacy if we coupled a forthright support of Israel with a policy of blaring to the Arab world our successes in opening great new Oil Fields in Alaska and in sending ice smasher tankers such As the Manhattan through the Northwest passage. Congressman Lowell p. Weicker or. Of Connecticut sees the virtue of coupling Strong support for Israel with a correspondingly Tough diplomatic representation to Nasser that while we Are glad to have acres to Arab Oil we done to need it on any blackmail terms. In life the Milquetoast approach betrays the Stigmata of the born loser. In International diplomacy the same Rule holds. We should be bold in our approach to the Middle East.
