That the total amount of assessments shall not exceed the Cost of printing and distributing ballots and election supplies and supplying polling places for the holding of such elections. The state committee hereby directs and instructs the eighth District committee to so modify its rules As to conform with the recommendations herein made. The effect of these resolutions is t lat the District committee is practically prorogued and its rules Are abrogated.
