Two amendments by senator la Follette who was in charge of the Campaign of the independents were approved without the formality of a record vote. Washington d. C., oct. 23?the 42 to 34 vote by which the Senate progressive democratic coalition wrote the debenture plan into the pending Tariff Bill was cited Here today by that group As proof that it is now thoroughly cemented and is in a position to make further drastic changes in the Bill before to passage. The vote which was considered surprising in View of its strengthening of the three vote margin by which the Senate last upheld the debenture plan on june la is also interpreted As a gesture of Defiance toward the House on which administration leaders depend to strike out the debenture clause and to reinsert the flexible provision when the measure goes to conference. Dakotas Back debenture of equal importance the debenture test is the second direct Rebuff the coalition group has Given president Hoover since the Tariff debate began. Both South Dakota senators voted with the majority in passing the amendment offered by senator Norris neb. As it now stands the Bill is loaded with two anti administration features adding to the tangle which must be straightened out before the regular session in december and seriously jeopardizing the Hawley Smoot Bill if the White House and the progressive bloc stand by their guns. The first action which brought these two at loggerheads was the flexible Tariff provision which gives the chief executive the authority to raise and lower Tariff rates without congressional Sanction. This Power now Legal under the Tariff act of 1922, was considerably strength ened by the House in the Hawley Bill. The Senate coalition however has succeeded in adding an amendment to the Bill which strikes out altogether the Power of president Hoover to raise and lower duties. Under the present amendment his sole function is to make a report to Congress carrying recommendations of the revision Tariff commission with Congress passing upon the Wisdom of the recommendations. Progressives in Saddle the second came last week when the unusually Large vote inserted the debenture into the Tariff Bill with such marked Force that it will probably be impossible for administration leaders to move for its reconsideration unless unforeseen splits occur when the rate schedules Are brought under consideration this week. Opinion Here agrees that the progressive bloc is in the Saddle As the debate Over the really controversial features approaches. These Are the schedules on agricultural and manufacturing products written higher than Ever before by the House and practically retained on that level by the Senate finance committee. The extent to which the coalition will re write these schedules is it is generally believed that it will easily get Che additional raises on agricultural products which it is demanding. Senator Brookhart and senator frasier the two members of the group assigned specially to the agricultural schedules have drafted More than too amendments calling for agricultural increases most of which will be adopted without considerable debate it is believed. To attack Industrial rates the results of a sweeping attack on the manufacturing rates is less easy to predict the progressives however after their marked victories on the administrative features of the Bill will make a determined attack on the a High Industrial schedules a predicting that their Success will be carried Over into this Field. In this pageant was recorded the Romance of an engineering rather than a pioneering age for this historic voyage marked the completion of the harnessing of the Stream to Maas Modem needs of continuous steady Commerce through flood drought and storm. And it was to celebrate the fruition of a dream come True that the chief executive pressed on to the Kentucky City for the Climax not alone of his own first extended trip since entering the White House but also of a week ror rejoicing from Pittsburgh to Cairo. It was with the critical Eye of an Engineer As Well As a president that or. The elements provided the most trying of conditions under which the inspection might have been made for Rains he swelled the River and a High wind meeting a fast moving current churned up heavy seas through which the paddle steamers pushed relentlessly during the Day after a hard head on drive in the Early part of last night before the flotilla anchored East of Madison ind. Three locks and dams marked the route from Cincinnati to Louisville but the steamers passed through Only one. The High turbulent Waters had filled the other two at Mcville ky., and Markland ind., so that the pageant was Able to pass through without so much As hesitating. But the first was a pattern of the others and or. Hoover gave it a close examination from the deck of his Steamer the army Engineer boat a Green Briar a on which mrs. As the president rolled along with the River fighting its Way to the Mississippi and the sea his eyes frequently turned to the Bluffs and the Woods where Only a Century ago the indians lurked in their vain Endeavor to save their great Hunting ground in the Central West from encroachment of the White men.
