It is entirely inadequate for financing Farmers needs. The Banks throughout the agricultural sections have not sufficient funds to meet tile Farmers requirements. Quot the Farmer needs Money from one to three years time at t reasonable rate of interest. He needs this for the purpose of financing farm operations Between crops but now also for the purpose of buying milk cows and other livestock. Funds Are also needed for cattle feeders so that the Corn in the crib May find a Market. Forced sales to meet pressing collections have almost depleted our Western ranges and the ranch owners Are not Able to secure the necessary Money for re stocking millions of dollars of grass goes to waste every year in South Dakota. The Lennot Bill Quot briefly the Lenroot Bill provides for the establishing of an additional department in connection with each of the eleven Federal farm loan Banks and provides a very limited fund for capital. It is intended that this department at the land Bank who sell District debentures of a limited Amoun to secure the working fund. This plan would give the Omaha land Bank District from one to ten million dollars. South Dakota is one of the four states in this District. South Dakota a share would probably be less than two million dollars. This will not go far to meet the agricultural needs of the state. It will be equal to Only i percent of the present Hank deposits in South Dakota it will be equal to about 2 percent of the shrink that took place during the recent Money Stringency.
