Present plans of supporters of the Bill which Calls for creation of a Cor Tion of $200,000,000 for the purpose of buying wheat or other farm products a to fixed Price the surplus to be sold abroad the Farmers to take Tho loss. Incidentally the Tariff system has also entered into the demand of the Western Farmers for remedial legislation. Senator Norbeck Points out that while the Eastern senators complain that the Haugen Mcnary Bill assumes to do away with the Law of Supply and demand they Are willing to have the Price of Eastern manufactures artificially stabilized As to Price by the operations of the Tariff. Accordingly the Farmer has to Deal with the Law of Supply and Deand he says with what he Sells but has to forgo its Beneficent in Flence when he buys anything manufactured in the East. President Pugsley a statement wired to the Republican follows would restore balance a the aim of the Mcnary Bill a just one namely that of restoring a More Normal and fair relationship Between the Price of agricultural products and those of other commodities. Farm product prices on the one hand and factory and labor prices on the other have been thrown out of balance because of government activities which stimulated overproduction in agriculture and because of government and group action which raised the prices of labor and labor products. It would undoubtedly be used to some extent for securing Loans or for spec Ketive Sale but if this is a detriment the evil could be stopped by making the script nontransferable. The act would probably result in the government handling the larger part of the exports in the commodities actively coming under the Bill but i do not see that this can do any harm. To certainly could not result in the government becoming the sole dealer in Domestic markets. It is True that there would doubtless be a slowing Down of needed agricultural readjustments but there w Ould not be a stoppage of them. A assuming and believing that the administration of the Bill would be effective and efficient. I am in a or of a trial. I w Ould prefer to see special favors to others repealed but that seems impossible now. I would also prefer to see Strong local Nad National agricultural cooperative organizations but those cannot be Brot into operation rapidly enough to take care of the present difficulties. The Mcnary Haugen Bill need not retard the advancement of the cooperative movement. In fact it would probably save enough Farmers from bankruptcy to hasten the ultimate Success of the vote on final passage of the Bill was 69 to 15. It provides for a 25 per cent Cut in income taxes payable this year and permanent revision downward of practically every Federal tax. The democratic proposals for reduction in the income schedule modification of the corporation tax and full publicity of tax returns constitute salient provisions of the measure. These and other changes made in the Bill As passed by the House must now be taken to a conference Between members of the House and Senate. Without a record vote Tho Senate adopted just before the final roil cull an amendment by senator Simmons. Democrat. Northc Arolina increasing from $2,000 to $,500 Tho exemptions for Heads of families with incomes of $5,000 and Over. Heads of families with incomes of less than $5,000 now have such an exemption.
