Sullivan says democrats As Well As republicans Are in agreement Senate is different by Mark Sullivan Washington d. June 3-As the Tariff Bill passes from House to Senate there is reasonable unanimity of opinion about its merits and defects. This unanimity is partly evident Between the lines of the Public debate if they Are read shrewdly. It is even More general in the private discussions of members. A. One evidence of unanimity was the fact that the Bill is practically As satisfactory to democrats As to republicans. A Democrat would vote against the Bill As a matter of party regularity when in fact he was fairly satisfied by the Bill a treatment of industries represented by him. The democrats made no real party fight against the measure and offered no alternative measure. There was much meaning Between the lines of a passage in which Republican protectionist Crowther of new York a a kidded the official democratic Leader. Garner of Texas. Garner offered no alternative to the Bill As a whole and no alternative to any one schedule in the Bill. He confined himself to proposing an alternative to the administrative provision about the Tariff commission. When Garner introduced his proposal the Only comment from the Republican Side was a question by Crowther a is the gentleman against the Bill?.i just wanted to know. That is everybody satisfied the laughter from tile House wholly amiable reflected the general conviction on both sides that the bulk of the democrats were not really opposed to the Bill As a whole it reflected also the conviction that the bulk of the democrats As individuals was not opposed to the particular rates in which they were interested whether agricultural or manufacturing. It is generally conceded that the Bill departed from the Early intention that the changes As respects manufactures should be few in number As possible a As speaker Long Worth put it or a a limited As president Hoover out it. There was never any intention As respects the farm schedules that the revision should be limited. As respects farm products the intention was that the revision should be general. More general than intended some of the immediate authors of the Bill still insist that As respects manufacturing the revision is they say that less than fifteen per cent of the items in the existing Tariff Are changed in the new one. The prevailing feeling however is that As respects scope the new Bill goes farther affied than the original program. The feeling is equally general however that As respects height of rates on individual manufacturing items the authors of the Bill really tried to keep the lid on and actually achieved moderation in the face of insistent pressure in the discussions of the Bill since it appeared no one manufacturing item has been picked out As glaringly excessive. There is in this Bill no equivalent for the role that schedule a on Woolen goods played As a cause of Public resentment in the Tariff revision of 1909, what is said Here refers to the manufacturing part of the Bill. Pain against paddlers. Ing that the three cent rate on sugar is conspicuously excessive. Where trouble lies the complaints against the manufacturing part of the Bill refers not to High rates but to the taking of some three or four products from the free list and putting any Tariff at All on them. The three items mainly complained of Are building materials Cement Brick and shingles. The complaints against these items comes partly from the farm representatives to discuss the course of the farm representatives adequately would Call for More space than this dispatch affords. If the Tariff be regarded As divided into two parts farming and manufacturing it be said that the Farmers got nearly All they asked for on every farm product. There Are two or three exceptions. One is hides As to which the farm representatives wanted Twenty per cent and got Only ten. There remains the attitude of the farm representatives toward rates on manufacturing. As already said the farm representatives complain about the taking of building materials from the free list. Excepting these there is lit try complaint from farm representatives about rates on manufactures. Farm demand granted it should be said there is a group among the farm leaders who take an extreme position on the Tariff As. Whole. This group thinks the farm representatives should have insisted first on general revision upward on farm crops and second general revision downward on manufactures. Theoretically this extreme farm group made a plausible argument for this extreme course. Actually the farm representatives As a whole did not follow this line. They demanded and got substantially what they wanted on farm products. As respects manufactured products they were Content to keep the a raises within reach. In this course they succeeded fairly with the exception of building materials the Bill goes now to the Senate. There is practically no limitation on the amendments that body May make. To the Senate the Bill As it nov exists May be merely a starting Point from which it May change upward or change downward. New York Herald Tribune news service.
