The Heads of that Industry Early took account of the present protests from foreign nations and counselled moderation in the new Tariff. That caused resentment among protected industries who want the Tariff High and among their spokesmen in Congress. This resentment is at least a part of the motive for summoning the automobile men t8aprear before the Senate finance committee. The spirit. In part at least is one which says in effect a the automobile people want the whole Tariff to be moderate so let them take a dose of their own reduction of the 25 percent duty on foreign automobiles is in part a retaliation against that Industry and is also in part an Effort to make the Tariff As a whole look lower to tile Public. I >4 the automobile men do not really care much whether their Tariff is reduced or not. No foreign machine could make any material headway in America even if there were no Tariff. What the automobile i people want most urgently is expanding sales abroad. To accomplish that the automobile Industry is eager to take account of foreign protests and eager to have our whole Tariff made moderate. Old spirit survives while the foreign protests Are taken seriously by Many Large american businesses and by Many important Public men in Congress j and out of it some of the old spirit of ignoring such protests still sur Vives. The controversy is mainly be i tween two groups of business men. I one group wants Only or mainly i the american Market and demands Protection. The other group wants mainly the foreign Market and de mands moderation of the Tariff in i order to make Good will abroad. It would be risky to assume that the foreign protests will be a Hun dred percent heeded in Congress j some of the agitation on this Point is As senator Smoot says a politics i pure and simple. That device has been to Europe by Many economists and statesmen including a most distinguished group of american Bankers and leaders. A european and a United Europe against America. If such a customs Union should Ever come into effect it would be in the judgment of a my the salvation of Europe. Upon America it would have a most seriously Adverse effect.
