During the fiscal year 1922. 10.000 Miles of Federal Aid roads and More than an equal Miniea of highways without Federal assistance were constructed. From the View Point of Federal Aid Progress the year divides itself into two periods one before and the other after the passage of the Federal Highway act. The first period was a season of great construction activity during which the greater part of the work of completing the to too Miles was done. It was also one of almost Complete stagnation with regard to the initiation of projects. When the year opened there was an a obligated balance of $18,793,544 of the Federal Aid appropriations and the projects initiated since the beginning of the work aggregated 35,402 Miles. By the end of october 1921, the a obligated balance had been reduced to $1 1,714,328. The lowest it had been since 1918. Only two states at that time had a balance of More than $1,000,000 to draw upon for new projects and the number were so reduced that their balance was not sufficient to pay for another mile of Road. Projects take on new life just before the passage of the Federal Highway act the mileage submitted by the states had pot grown during the fiscal year but had actually diminished As a result of the withdrawal and substitution of projects. The total mileage proposed was Only 35 379 Miles As compared with 35,-4 02 Miles of four months before. Immediately upon the App Quot Oval of the act the initiation of projects took on new life and in the months of March and june reached the unprecedented total of 1.250 Miles a month. At the close of the year the submitted mileage is 39.940 Miles. 4,538 greater than at the close or the preceding fiscal year. At the close of the preceding year projects completed aggregated 7,469 hides and there were 17.978 Miles under construction which were estimated As 50 per cent Complete. In one year the completed mileage has grown to 17.716 Miles an increase of More than 10,000 Miles and there still remain under construction 14.513 Miles which Are estimated As 5 6 per cent Complete. The Federal Aid earned by the states on completed and uncompleted projects amounts to $194,560,-135 of which $166,91 1,582 have actually beep paid. The total length of projects in All stages including those which have Brett completed and those which Are in the stages preliminary to construction is 39 940 Miles. 200 Miles for each stat the roads brought to completion during the year average Over 200 Miles for Lacfi state. The Greaves increase in mileage is in Texas which has added during the year 933. Miles to its completed Highway. Arkansas Georgia. Iowa Minnesota and North Carolina each with an increase of More than 500 Miles and Montana and Wisconsin with More than 400 Miles made notable advances toward the goal of a completed Highway system. A number of smaller states such As Louisiana. Maryland Massachusetts and Rhode Island made a very substantial increase in proportion to their size. The largest payment of Federal Aid during the year also went to Texas which received from the government $5915,046 and earned nearly $2,500,-000 More. The car shortage which Western states Are reporting As causing disaster to the Farmers is further complicated by the fact that the Semi monthly report on locomotive equipment mad by the american railway association shows a total of 15,120 locomotives of All kinds Laid up for repairs for Twenty four hours or Over or 23.5 per cent of the total locomotive equipment of the roads. This situation is credited to the result of the shop men a strike. In the face of the continued huge freight offerings the class one railroads report a net operating income i of 4.05 per cent on their tentative a valuation As compared with 5.01 per cent for october a year ago. Operating income increases during the first ten months of the year the roads had a net operating i income the american railway association reports of $614,627,000 compared with $499.346.0o0 during the j corresponding period last year. This is at the annual rate of return of 3.97 per cent compared with 3.53 per cent during the first ten months in 1921. Operating revenues for the to months period amounted to $4.-i 574.506,000, a decrease of 2.1 per i cent compared with the same months j last year while operating expenses totalled $3,639,371,000 a decrease of 6.1 per cent compared with the same to months in 1921. The explanation is made by the roads that a while there was approximately an increase of 7 1-2 per cent Over october of last. Year in the i amount of freight traffic carried by i the railroads in october operating i revenues showed Only an increase of 2 1-2 per cent due to reductions in j freight rates that have been made since one year the net operating income of the to Chi one roads for october of this year totalled $85,234,000, upon which the earnings of 4.05 per cent is based. The same roads in october last year had net operating income of $105,-425,600 while in september of this year it amounted to $58,457,000, or approximately 2.88 per cent. Revenue also larger operating revenues in october totalled $549,284,800, an increase of 2 1-2 per cent Over october of last year. While operating expenses amounted to $428,263,000. Or an increase of 7.8 per cent Over the same month one year ago. The railroads contend they have done the Best they could to maintain j their equipment. Their report says a an indication As to the extent to which the railroads have gone to improve the condition of their equipment is the fact that while expenditures for maintenance of Way and structures in october total i de $68 800 too. Or 5 per cent less than expended for that purpose in october of last year expenditures for maintenance of equipment amounted to $130,212,000. Or an increase of 16.2 per cent Over one year Twenty six railroads in october had perming deficits of which 15 were in the Eastern districts one in the Southern and to in the Western District. Favors certificate plan a the basis for increased marketing credits should be the placing of the products in a warehouse where a Neutral authority would Register their Grade and amount and Issue the Farmer a certificate. This certificate could be taken to a Bank and credit obtained upon or to a new finance corporation which should be created for the purpose of lending Money to the Farmer at the lowest possible rate of interest for not exceeding one year upon his note secured by the a the new institution Independent of the present banking system would place the Farmers note in its Treasury and Issue its own obligations which would be Discountable in the Federal Reserve system when having not More than nine months to maturity. A the basis of the issuance of credit to cattle raisers would be cattle property inspected. Debenture for this purpose should run As Long As three years but Only notes having a nine months or less maturity should be Discountable in the Federal Reserve Banks. Moral risk is Factor a in the matter of credit for production moral risk the character and individuality of the Farmer himself must be considered. Rural Banks and merchants now furnish this kind of credit but the Farmer must not he restricted solely to local markets. Financial associations or corporations could be formed in localities to provide necessary guarantees for credit. These would be analogous to the farm loan association of the Federal land Banks but controlled by Farmers and others by whom capital would be subscribed. The initial capital of the new system could be obtained out of liquidation of the War finance corporation.
