By carrying out a program of the higher types of surfacing the commission will be Able to use All Federal Aid funds available and at the same time comply with the Highway Law which provides that 75 per cent of All funds for Highway purposes be divided ratio of the assessed valuation of the several counties the remaining 25 per cent to be divided at the discretion of the commission. A due to the fact that More than one third of Highway funds Are needed for maintenance it is necessary that Federal Aid be used the most advantageous manner.
